This position is primarily responsible for field management of the Airports Development Group Safety Program at a major southern California international airport. Examples of duties include, but are not limited to: - Oversight of job safety inspection visits. Anticipate project safety visits 3 or 4 times per week to observe Field Safety Inspectors and assist them in identifying additional areas of concern or noncompliance. Ongoing evaluation of Field Safety Inspector's and Contractor's Daily Safety Reports to identify trending and consistency related to corrective actions. These visits would also include conversing and/or meeting with airport Site Inspectors regarding safety concerns and follow-up actions taken by the Contractor. - Review Contractor's and Construction Manager's Written Safety Plan. Review the written site-specific safety plan for each entity. Review results of safety performance and compliance in the field, on an ongoing basis, to evaluate the effectiveness of the implementation of both the Construction Management and Contractor safety plans. - Assist Construction Manager/Project Manager in review of resumes and experience verification and qualifications for the Contractor's Safety Manager and/or Safety Superintendent / Safety Supervisor(s). Assist Construction Manager/Project Manager in their review of resumes and experience qualifications for the Contractor's Safety Manager and/or Safety Superintendent/Safety Supervisor. Assist in the review of resumes and through personal interviews to help verify that candidates for these positions meet contract requirements. - Assist the Construction Manager/Project Manager with verification of Contractor's compliance with written documentation requirements. Review with Construction Manager/Project Manager the submission of weekly "toolbox" meetings, new employee orientation, daily safety inspection reports, any accident/incident and related investigation reports and provision of "competent" or authorized persons documentation including training records. Any Job Hazard Analysis (JHAs) would also be included in this review and comment process. - Coordinate with Airport Risk Management. As requested, provide support to Airport Risk Manager on issues as appropriate. - Attend Project Progress and Project Safety Committee meetings as directed by the Program Safety Manager. Attend these meetings to monitor the ongoing safety effort of the Construction Manager and Contractor. - Attend Element Manager's and Element meetings as directed by the Program Safety Manager. As directed, attend these meetings to discuss Management and Personnel safety issues and concerns, as well as, to report on the ongoing safety status of Projects. - Interface with Element and Construction Managers. Meet with Construction and Element Managers (individually) at least weekly to discuss their specific safety concerns and relate project safety findings. - Meet and/or solicit information from local, State and Federal Safety Officials in order to obtain current information on both current and upcoming safety issues. Meet and/or attend webinars, conferences, trainings, etc., as directed by the Program Safety Manager, in order to stay current on existing safety issues, as well as, potential upcoming changes to requirements. - Attend and participate, as directed by the Program Safety Manager, in Airport Construction Safety Advisory Committee Meetings. Attend these meetings to help provide input on any program-wide safety concerns and solicit feedback concerning safety performance and progress on the various projects. - Assist in establishing and maintaining monthly Project-Wide Contractor's Safety Manager/Safety Superintendent/Safety Supervisor Meeting. Establish and maintain these meetings to discuss general program safety concerns and successes, as well as, present updates and information on safety regulations and requirements. Responsible for monthly training program component (approx. 50 minutes in length) on relevant safety subject matter. Promote the Safety Program. With coordination from Management, effectively work to promote the proactive and behavior-based Safety Program concepts both internally and externally. Pending the ongoing success of the Program, seek recognition of the effort from outside entities (e.g., National Safety Council, trade and professional organizations, etc.) which would bring positive publicity to the Project and the client. Basic Minimum Requirements: - Excellent verbal and written communication skills (Bi-lingual a plus) - Flexibility to work multiple shifts as necessary. - Ability to multi-task and balance priorities. - Solid people skills with professional demeanor. At least 3 years of previous staff management experience. - Authorized in OSHA Outreach Construction Training (Both OSHA 500 and 5109) - Ability to teach others and communicate effectively with all levels of the organization. - General Safety and Risk Management experience desired. - Demonstrated ability to effectively communicate safety policies and practices. - Excellent computer skills and ability to learn new software programs. - Must have analytical reasoning and problem solving capabilities. - Balanced approach to technical, business and people aspects of business. - Microsoft Office Suite of software. - Adobe Acrobat Pro. Large-scale construction management type software such as Primavera, Prolog, etc. BS or AS degree in Safety and Health, Engineering, Environmental Sciences or related field, or equivalent combination of education and experience. Minimum Certification: First-Aid/CPR/AED/Bloodborne Pathogens, Construction Health and Safety Technician (CHST), or Certified Safety Professional (CSP), or Certified Safety Manager At least 10 years of verifiable professional safety experience on heavy construction projects, preferably in an aviation environment.
