Minimum Requirements: • Bachelor's Degree in Business, Transportation, Engineering or related field • Minimum of 10 years of responsible experience in railroad related employment including a minimum of 9 years of supervisory level experience in operations, planning, design management and/or construction with a railroad and/or rail transit operating or construction agency • Must have at least 6 years of senior management experience with a railroad and/or rail transit agency • Valid driver's license • Strong PC computer skills with knowledge of Microsoft Office (Word, Excel, PowerPoint and Outlook) • Qualified applicants who are offered a position must pass a pre-employment substance abuse test Job Description: Provide leadership for managing all plans and documents outlined in the Operational Readiness Management Program Plan, including Testing Plans, Asset Management Plan and Rail Activation Plan required to support Long Island Railroad to commence revenue service operations on the East Side Access project to Grand Central Terminal.
• Managing day-to-day effort to resolve policy and technical issues between ESA, MNR and LIRR relating to ESA operational readiness/LIRR start-up of revenue service, and providing leadership for achievement of departmental goals and objectives • Organize and lead policy level meetings (as directed by ESA executive managers) between ESA, LIRR, MNR, MTACC and MTA decision makers on matters relating to ESA project operation readiness and LIRR start up • Responsibility for the revision and updating of drafts for ESA Operation and Maintenance (O&M) Plans, Master Training Plan and Concept of Operations. Maintain and develop work plan and reports for Operational Readiness activities • Manage the scheduling of all MTACC ESA project Operational Readiness tasks, activities and deliverables, and meeting of goals and schedule milestones • Direct the development of an Assets Management Plan for the maintenance of new railroad systems and facility systems infrastructure elements between the System-wide Integrated Testing and the Commissioning phases of the ESA project. The work product will provide a comprehensive inventory of all assets requiring maintenance during this interim period and must determine needed technical skills, level of effort, designated provider and requirements on a year-by-year basis • Establish expectations, goals and objectives, provide technical guidance and manage, primarily through consultant services, the development of detailed Commissioning Plan for the phased turn-over of ESA Assets to LIRR and the railroad's implementation of revenue service to and from Grand Central Terminal. Manage development of documentation concerning testing and commissioning required achieving safety certification and acceptance of the project • Insuring that all requirements of the FTA (and its PMOC) regarding operational readiness planning and execution. Maintain the relevant sections of the Project Management Plan (PMP) and other required documents • Reporting on project status and program issues to the Project Executive - ESA , President - MTACC, and the Presidents of the LIRR, MNR and MTA, as well as to FTA and its PMOC • Developing plans and procedures for hand-over of railroad and facility system elements of the project to LIRR, MNR and Amtrak, with emphasis on achieving excellence throughout the design, construction and testing phases of the project • Leading with other ESA Program Managers and their staffs to ensure that all railroad and facility system elements are constructed and tested in accordance with agreed to and approved designs and procedures • Establishing performance measures for railroad and facility systems elements with respect to key MTACC and ESA goals of quality, cost-effectiveness and timeliness • The responsibilities of this position include, but are not limited to those stated above
