ESSENTIAL FUNCTIONS
The Fire Manager is based in Lansing, Michigan and provides overall fire management supervision and coordination for the state. Extensive travel may be required during the prescribed fire season from April-September. Fire Manager Qualifications must be approved and designated in writing by the Conservancy Fire Management Coordinator. Responsibilities include:
  • Authority to approve Site Fire Management Plans and Prescribed Burn Unit Plans
  • Authority to modify or exempt specific fire management guidelines or requirements as defined in the Fire Management Manual , with written justification. See http://www.tncfiremanual.org.
  • Mentors, evaluates and designates Burn Bosses, in writing, with notification to the Fire Management Coordinator; certifies task books for TNC personnel as defined in the Fire Management Manual
  • Conducts or assists with training at local and national levels
  • Ensures that TNC's fire guidelines and requirements are met or exceeded
  • Authority to temporarily suspend fire management program operations because of safety concerns or non-compliance with Conservancy standards
  • Ensures that fire personnel qualification records are maintained; collects annual updates of information for IQCS
  • Provides technical and scientific support to Fire Planners and Burn Bosses
  • Reviews proposed contracts for prescribed fire operations, is the main liaison between TNC and contract fire personnel, and provides comments to TNC legal counsel
  • Approves qualifications of contractors hired to conduct prescribed burns
  • Keeps current on internal and external developments in the field of wild land fire management in order to maintain excellence in his/her program
  • Builds strong partnerships with public and private partners to further the goals of the Conservancy in his or her area of responsibility
  • Keeps senior leadership in his/her area informed of fire program activities, needs, risks and accomplishments

As part of the incumbent's ongoing professional development, he/she will be responsible for keeping abreast of new burn techniques and equipment to enhance skills and maintain/grow professional fire certification credentials.  In addition, they shall work to build and maintain relationships in the professional fire community and in the local communities where the Conservancy works. This may include participation in wild land fire suppression activities in partnership with other non profits, local fire departments, and local, state and federal agencies, either as a TNC employee, or as a volunteer or short term employee of the partner entity (such as an Administratively Determined, short term federal employee).

BASIC QUALIFICATIONS
  • Bachelor's degree and at least 4 years experience in fire management or natural resource management or equivalent combination of education and experience.
  • Must meet NWCG qualifications for RxB2 (Burn Boss), including coursework and experience requirements.
  • Experience in communicating with burn bosses, land managers and scientists; experience in developing strategies.
  • Experience in reviewing prescribed burn unit plans and site fire management plans.
  • Experience in training and curriculum design.
  • Experience with native Michigan natural communities, or equivalent fuel types.
  • Experience contracting outside resources for prescribed burns.

PREFERRED QUALIFICATIONS
  • Bachelor's degree and at least 4 years experience in fire management or natural resource management or equivalent combination of education and experience.

  • Ability and willingness to apply science to decision-making and guide activities
  • Ability to communicate and work closely with burn bosses, land managers and scientists to develop strategies and meet conservation and fire management objectives
  • Working with media and influential officials, especially governmental, to improve Conservancy programs' outcomes
  • Knowledge of ecological land management principles
  • Familiarity with fire effects and fire behavior in local fuel types.
  • Knowledge of current trends and practices in fire management, conservation, land management and natural resource preservation
  • Knowledge of Conservancy fire management Standard Operating Procedure, requirements and guidelines. Ability to evaluate circumstances and conditions that justify modification of guidelines.
  • Ability to critically review prescribed burn unit plans and site fire management plan.
  • Experience in training and curriculum design.
  • Ability and willingness to use outside contractors for prescribed burns
  • Demonstrated experience communicating effectively with the public and/or media
  • Strong leadership skills.
  • Ability to mentor fire skills in others, including leadership.
  • Completing tasks independently with respect to timeline(s)
  • Managing time and diverse, sometimes competing, activities under deadlines while delivering quality results
  • Working knowledge of common software applications (e.g.; Word, Excel, Web browsers). 
  • Excellent communication skills via written, spoken, and graphical means in English
  • Ability to obtain Michigan CDL or chauffer's license and comply with Auto Safety Policy.
  • Ability to achieve physical fitness standard.

WORKING CONDITIONS/PHYSICAL EFFORT

The Fire Manager may work in variable weather conditions, at remote locations, on difficult and hazardous terrain and under physically demanding circumstances. These conditions:
  • require considerable physical exertion and/or muscular strain
  • present frequent possibility of injury
  • require long hours in isolated settings

This position also requires:
  • ability to travel up to 35% of time, including out-of-state
