ROLE OVERVIEW

The position is a Deputy S&H Manager for Commissioning and Start-up (DSHM-CSU) to be assigned to the GLNG project site on Curtis Island near Gladstone, Queensland, Australia. The GLNG project involves construction of an LNG export terminal and supporting infrastructure. This position will report directly to the GLNG Safety and Health Manager.
The DSHM-CSU is responsible for interfacing with the CSU Manager and multidiscipline CSU field team as it relates to pre-commissioning, commissioning and startup activities for installed LNG plant on the GLNG project. The DSHM-CSU is responsible for characterizing risk, developing and implementing an as low as reasonably practical approach for this risk characterization for the simultaneous operations (SIMOPS) management throughout the transition period from construction through pre-commissioning/commissioning to start up. This includes developing safety plans, procedures and specifications. The DSHM-CSU is responsible for producing and delivering CSU safety related training. Providing daily compliance inspections and assessments for field based activities. The DSHM-CSU shall facilitate the integration of S&H processes into all aspects of CSU processes and planning. Conduct risk Assessment workshop(s) involving all affected stakeholders. The DSHM-CSU shall plan, guide, and/or prepare project administrative and technical documents as required for pre-commissioning, startup, maintenance, operation, or testing and shall address division of responsibility issues, communication issues, permitting issues and emergency response issues. The DSHM-CSU shall be responsible for validating the adequacy of isolation process and coordination with site construction activities.

Job Knowledge:
  • Prior experience with pre-commissioning, commissioning and start-up activities is preferred
  • Extensive knowledge of Queensland and Australian Health and Safety laws and regulations and proficiency in applying them to the project
  • Extensive knowledge with the HAZID, HEMP and risk characterization processes for identifying potential hazards and risks analysis. Determine prevention, control and mitigation measures.
  • Familiarity with SIMOPS and safety case, with consideration of work processes, utility supplies and external emergencies.
  • Experience developing procedures for the implementation of control and mitigation measures (fire prevention and control, muster zones, escape/evacuation routes and signage, process isolation, atmospheric detection and monitoring etc.)
  • Knowledge of simultaneous operations (SIMOPS) and transitional roles from construction to startup. Development of SIMOPS matrix outlining permitted, restricted and prohibited simultaneous operations
  • Development of Permit to Work (PTW) systems for SIMOPS that address the interface between operations and construction through phased handover to the owner
  • Facilitation of Job Hazard Analysis with risk classifications processes to educate personnel on the work, other associated activities and to validate the safety controls or mitigation measures are established.
  • Extensive knowledge on control of stored energy and associated isolation permitting, LOTO, planning, auditing and monitoring

Basic Qualifications:
  • Previous experience working on construction projects with CSU responsibilities
  • Nationally recognized tertiary qualification(s) in a specialized health and /or safety engineering field (e.g. safety, industrial engineering,) or some practical work experience
  • Ability to work independently and as part of a multi-disciplinary team
  • Knowledge of safety programs/engineering systems, principles, methodologies and processes
  • Knowledge of national and international safety laws/regulations and regulatory agencies' regulatory requirements and responsibilities, industry standards/current practices for safety/health, and best management practices for minimizing potential safety/health risks during CSU execution
  • Knowledge of hazardous materials, physical risks and appropriate mechanisms for mitigation
  • Demonstrated ability for technical problem solving, technical writing, and computer skills
  • Experience in managing and/or providing technical oversight of safety/health with regard to subcontractors or consultants and conducting health and safety assessments and inspections
  • Experience in incident analysis, corrective action development and reporting
  • Willingness to work overtime as required supporting project schedules
  • Proficiency and experience in interpreting and evaluating regulatory safety standards where applicable to health regulations
  • Experience in developing ES&H procedures for projects and facilities
  • Knowledge of and experience with data management systems and computer hardware/software
  • Skilled in verbal and written communications
  • Immediate knowledge and use of Microsoft software applications
  • Certification in construction safety (i.e. White Card) or ability to obtain White Card
  • Applicants must have the right to live and work in Australia and operate a motor vehicle in the state of Queensland
