Minimum Requirements:
Minimum Position Knowledge, Skills, and Abilities Required:
Bachelor's degree and a minimum of ten (10) years of experience (or a high school diploma and at least 18 years of experience) including significant experience in managing proposals for Federal agencies.
Sucessful candidates must also possess the following:
• Excellent communication, interpersonal, organizational and analytical skills
• Ability to manage multi discipline teams providing direction and vision ensuring compliant proposal products
• Ability to analyze government RFPs
• Proficient with word-processing and integrated software applications
• Familiarity with Shipley proposal methodology (preferred)
• Secret clearance or eligibility to obtain the clearance
This position may also require travel.

URS is looking for a Senior Proposal Manager to join our team. This position will be located in our Germantown, MD office. This position is responsible for leading large proposal teams in the development of complaint and compelling proposal products. This individual will apply sales, marketing, planning, and research principles theories concepts and techniques through this work.
Essential Responsibilities include:
• Analysis and interpretation of RFP requirements to develop complaint proposal products
• Support and participate in the development of win strategies, discriminators and win themes with capture managers and facilitate proposal strategy sessions
• Creation of proposal plans including schedules, outlines, compliance matrices and storyboards
• Proactively manage proposal teams including assigning specific responsibilities, continuous monitoring of performance and progress and providing guidance and corrective action as required.
• Manage configuration control of proposal materials and proposal web sites (upload of documents, access control and organization)
• Ensure proposals meet or exceed all RFP requirements and reflects win strategies and themes
• Performs all other position related duties as assigned or requested
