Job Description:  CH2M HILL Protective Relay/Substation Automation Engineer - Massena, NY
  • Protection and Control is responsible for the secure and dependable operation of the relay protection system to enhance the reliability of the bulk electric system. You will apply state-of-the-art protective relaying design and analysis for Power Generation and Distribution Systems, HV and EHV Transmission System, and Digital Tele-protection Communication Systems. Relaying system design includes development of complete engineering design packages for protective relaying and communications systems, including AC one-line and three-line diagrams, DC schematics, logic and functional diagrams, and IEC 61850 SCL files.

Responsibilities include:

  • Perform engineering design for the protection and control and associated communication systems for the Authority system (through both complete in-house designs and submittal of protection criteria to A/E).
  • Prepare specifications for purchasing protection and communication equipment and instrument transformer devices. Evaluating bid proposals and providing technical recommendations for awards of bids.
  • Perform system disturbance analysis and recommending protective relaying system modification and/or additions, if required.
  • Reviewing existing client protective relay settings to insure proper relay coordination margin and recommending relay setting changes if required.
  • Reviewing and documenting existing client protective relaying systems and recommending protection system improvements.
  • Providing engineering support to the field for operational matters; including creation of DIGSI matrices, IE 61850 substation and configuration files, and GOOSE messaging
  • Interface with manufacturers, consultants, professional organizations, regulatory and standardizing bodies (i.e. NPCC, IEEE, etc.) in order to maintain familiarity with and stay conversant with the requirements in the very broad area of power system protection and control.
  • Generate disturbance analysis monthly reports and NPCC required reports.
  • Utilize communication systems including power line carrier, leased telephone circuits, microwave links and fiber optic technology to develop protective relaying systems.
  • Organize state-of-the-art microprocessor-based digital transient recorders and integrated sequence-of-event recorders in complex monitoring and logging systems to provide the necessary information for system performance analysis.
  • Perform special short circuit studies and other complex calculations as required to establish relay settings utilizing sophisticated software analysis programs.

Basic Qualifications

  • Actively supporting the design, engineering, and commissioning of an IEC 61850 design
  • Manage / coordinate the STL region Relay Replacement program
  • The engineer at this level will provide a high level of technical ability to the group on state of the art engineering and analytical techniques.
  • The incumbent must have the ability to develop complex engineering specs and perform more intricate studies.
  • He/she must have substantial knowledge of related disciplines, and understand the effects on the Authority and its customers.
  • He/she must have proficiency with implementing IEC 61850 designs, preferably utilizing Siemens platform Bachelor of Science Degree in Engineering with experience in Protective Relaying applied to Electrical Power Systems.
  • Minimum seven (7) years of work related experience.

Preferred Qualifications

  • Masters' degree in Engineering is preferred with a proportionate level of Protective Relaying experience.
  • Qualifications to sit for Part I and/or Part II of the PE exam preferred.
