The Senior Construction Manager position has the overall accountability to provide independent task planning, execution, analysis, and reporting for specific discipline with minimal direction from the Project Manager. Individual will resolve technical and field challenges in accordance with generally accepted practices/methodology. You will report to a Project Managers located Bakersfield in the execution of field work at projects sites. Working with your respective team, you are responsible for delivering the agreed, defined project deliverables on time, within budget, and of the quality that is in accordance with the AECOM and client business, technical and HSE requirements, and regulatory compliance. This position will be based in the AECOM Santa Maria, CA office. SPECIFIC DUTIES AND RESPONSIBILITIES • Provides technical expertise in the field of construction management with minimum supervision and direction by project manager. • The primary focus will be on managing and overseeing field teams and subcontractors performing fieldwork activities related remediation and pipeline abandonment activities (i.e. pipeline tapping, pigging and purging, excavations, surveying, and site restoration). • The Sr. Construction Manager will have a strong understanding of construction health and safety protocols, regulatory reporting and construction standard operating procedures. • The Sr. Construction Manager will be expected to manage all aspects of the fieldwork, including health and safety, scheduling resources, coordinate fieldwork activities, data gathering and reporting, and internal communications with subcontractors, third party vendors, and company senior managers. • The Sr. Construction Manager is expected to have a thorough understanding of the construction industry regulatory framework, City and County permitting, traffic control requirements, and biological/cultural sensitivities. • The Sr. Construction Manager will direct all elements of the fieldwork and seek input as appropriate from the project managers, and make certain that the fieldwork is performed in accordance with project specification and health and safety requirements. • The Sr. Construction Manager will participate in all aspects of proposal preparation and work scoping exercises, including subcontractor screening & selection, bid reviews, site-walks, and subcontractor and third party vendor contracting, as directed by the project manager. • The Sr. Construction Supervisor will supervise and delegate various tasks to junior staff undertaking fieldwork assignments. • The Sr. Construction Supervisor will be responsible for mentoring junior staff in field construction safe practices, procedures and methodologies and basic reporting requirements. • The Sr. Construction Manager will be a self-starter and project driver, managing project schedule, budgets, fieldwork resources and coordination with stakeholder. • It is required that the Sr. Construction Manager has a thorough understanding of hot work, confined space entry, excavations, underground utility surveys, and biological surveys. • It is required that the Sr. Construction Manager have strong writing skills, in particular with preparation of Health & Safety Plan, Job Safety Analysis, and incident reporting. ESSENTIAL DUTIES & RESPONSIBILITIES: 100% of TIME At a minimum, responsible for projects that include the following elements: • Collection of field data using proscribed field methods. • Multi-media sampling (vapor, liquid, groundwater, soil). • Oversight of subcontractors/subconsultants ; and • Onsite HSE. POTENTIAL ADDITIONAL SCOPE OF POSITION • The individual will be required to work in more than one venue. • Work environment: Office 15%, Field 85%. Will vary based on workflow and type. Overnight and out of town travel is anticipated. • Physical demands: Will need to pass an annual physical to demonstrate fitness to perform field work. • Ability to pass drug and alcohol screen. • Ability to pass health and safety accreditation for active and inactive petroleum sites. EDUCATION/EXPERIENCE/SKILLS Education/Experience • Discipline: Science degree and relevant experience • BS minimum preferred • 10+ years of direct experience supervisory experience • HAZWOPER (40-hr, 8-hr Refresher & Supervisor) • First Aid & CPR • 4-hr Defensive Driving • Asbestos Abatement • Confined Space Entry • Excavations & Trenching • Hot Work • Heavy Equipment Operations. • Project work will be based in Central and Southern California with approximately 60% travel.
