| Job Description: |
• Responsible for all issues and concerns related to FEMA Recovery field activities o Primary concern is organization of personnel and quality of service to client o Continuously monitors performance of deployed AECOM Recovery personnel for the highest quality service o Evaluates field personnel individual performance and resolves all performance issues o Coordinates all matters for deployed staff, including implementing FEMA and AECOM Recovery policy guidance, financial accounting and control information and report preparation guidelines o Provides quality oversight of FEMA deliverables produced by mobilized staff • Available for assignments in field operations and able to maintain day-to-day Operations Chief duties • High visibility to client - is the main face of AECOM Recovery to FEMA Regions, Regional PA Branch Chiefs and all field offices • Coordinates and informs all field operations' concerns, issues and accomplishments with all Arlington, VA core team staff (Project Director, chiefs, and support personnel) on a weekly basis • Acts as point of contact for FEMA COTR for field operations and issues • Assist the Logistics chief in the development, maintenance and management of the AECOM Recovery Ready Reserve Cadre o Identify cadre strengths and shortfalls based on skill sets and FEMA knowledge and experience o Recruits and evaluates prospective cadre personnel o Develops and maintains deployment orientation information • Ensures timely and appropriate communications with personnel management o Should have an established line of communication with FEMA PA lead (PA Officer, PA Branch Chief, etc.) and FEMA Task Manager at all field deployments (average contact is once a week) • Identifies, develops and maintains a cadre of task managers o Provides leadership; establishes goals and objectives for each field operation; prioritizes workloads and process implementation methods o Confers with Project Director, logistic chief and financial chief • Identifies, develops and maintains a cadre of Field Team Leaders (FTL) o Provides leadership; establishes goals and objectives for each field operation; prioritizes workloads and process implementation methods o Confers with Project Director, logistic chief and financial chief and task manager • Selects task managers for assigned tasks o Confers with Project Director, logistic chief and financial chief • Implements and administers a project-wide AECOM Recovery Project Quality Assurance Plan (PQAP). o Continuously evaluates and improves processes and procedures used to provide technical assistance to the FEMA programs • Training of field staff o Develops, coordinates and implements just-in-time training procedures, instructors and activities at deployment sites as defined and directed in task orders o Develops and implements staff training and development plans • Consolidates and submits required field reports • Coordinates input and/or delivers periodic project briefings • Reports to the Project Director Skills: • Strong leadership and diplomacy skills • Team player • Ability to delegate responsibility properly • Excellent communication skills (verbal and written) o Able to convey goals, objectives and processes between AECOM upper management and field staff o Able to convey client's needs to AECOM Recovery core and field staff. • Superior organizational skills of personnel o Have a working knowledge of all personnel's abilities o Identify quality personnel and delegates and empowers personnel with proper responsibility o Able to assess and evaluate current personnel for technical skills, PA program knowledge and ability to work with others (FEMA, AECOM Recovery, and other entities of a field operations including state, local, other TACs) • Can recognize personality conflicts and complimentary aspects of working relationships between AECOM Recovery/FEMA, FEMA/FEMA and AECOM Recovery/AECOM Recovery personnel • Understands the working relationship between the various TACs o Same client but "quiet competition" between TACs to gain most favorable status with FEMA Requisites: • Readily available or has a designee available 24/7 to address all field personnel, FEMA field personnel and FEMA COTR requests • Develops a basic understanding of all AECOM Recovery Operations Chief job responsibilities. • Expected travel time away from office is a minimum of 50% o Required to travel to major field operations (once a month, 20+ deployed) o Required to travel to minor field operations (once a quarter, less than 20) o Required to travel to each Region (once a quarter) o Should attend at least two national conventions per year involving FEMA PA program (FEMA PA conference, National Hurricane Conference, Florida Governor's Hurricane Conference, etc.) o Base of operation is Arlington, VA - should be local • Ability to write TOPR (RFPs for competitive task orders) when requested by FEMA COTR and AECOM Recovery Project Director. • Strong knowledge of the PA program What We Offer AECOM is a place where you can put your innovative thinking and business skills into high gear and work alongside other highly intelligent and motivated people.
