Description

Summary: The BDO performs passive observations and engages in voluntary encounters with the public to determine whether individuals may be involved in suspected criminal and/or terrorist activities. Develops an understanding of the anticipated composition of travelers associated with flights, or other modes of transportation, the behaviors to be expected and assesses deviations from those behaviors. Assesses multiple individuals simultaneously and uses defined methods to detect unusual behavior. Uses established factors to determine whether elevated suspicion exists that might indicate an individual is involved in activities related to potential criminal or terrorist activities.

Essential Duties & Responsibilities : Performs security-related duties which involves multi-tasking of processes to ensure situational awareness and security of persons or places. Functions under general supervision, referring issues, only when needed, that may represent changes in policy, approach, or unusual situations to the supervisor for review and decision. Provides immediate response to breaches of security and/or emergency situations; taking appropriate steps to prevent entry to secure areas. Conducts or assists staff and law enforcement officers with conducting investigations of incidents (e.g., providing accurate information regarding incident, preparing clear and concise incident reports). Uses seasoned experience and knowledge of the work and governing law, regulations, policy, and procedures, to independently complete the majority of work without the need to refer issues to a superior for a decision.

Other Duties: BDO must be able to develop an understanding of the anticipated composition of travelers associated with flights or other modes of transportation, and the behaviors to be expected and assess deviations from those behaviors. The position requires employees to assess multiple individuals simultaneously and use defined methods to detect unusual behavior. Must be able to use established factors to determine whether elevated suspicion exists that might indicate an individual is involved in harmful activities against transportation systems. Must work closely with team members to assess individuals and gain more independence as experience in the work is gained. Will be required to document identified behaviors as the basis for referrals, prepare incident reports when law enforcement is involved, and ensure that superiors are aware of all ongoing activities. Utilizes computer hardware and software to create documents and report information in the appropriate format.
Performs other duties, as assigned.
Qualifications: Applicants must possess U.S. Citizenship or be a U.S. National and must be able to obtain a Secret Clearance. All applicants must pass a Drug and Alcohol Screening, subject to random drug tests.
Supervisory Responsibilities: Works with minimal supervision.
Physical Demands : This position requires employees to be willing and able to: repeatedly lift and carry baggage weighing up to 70 pounds; bend, reach, stoop, and squat. Must be able to maintain physical agility that would allow you to learn to inspect individuals and baggage/cargo. Must maintain the ability to walk up to two (2) miles during a shift and stand for prolonged periods of time.
Medical Requirements : The BDO must meet job-related medical standards that will be assessed in pre-employment medical evaluation that considers relevant aspects of all body systems (e.g., cardiovascular, respiratory, musculoskeletal, auditory, etc.). These medical standards include but are not limited to: Visual ability including two functioning eyes with: a) distance vision correctable to 20/30 or better in the best eye and 20/100 or better in the worse eye, b) near vision correctable to 20/40 or better binocular, and c) color perception (e.g., red, green, blue, yellow, orange, purple, brown, black, white, gray). Color filters (e.g., contact lenses) for enhancing color discrimination are prohibited; Hearing ability (corrected or uncorrected) as measured by audiometry cannot exceed: a) an average hearing loss of 25 decibels (ANSI) at 500, 1000, 2000 and 3000Hz in each ear, and b) single reading of 45 decibels at 4000 and 6000 Hz in each ear. Candidates must continue to maintain the same level of medical requirements during employment. Appointment to this position is contingent upon a negative drug test result. Any individual tentatively selected for this position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. This position is subject to random drug testing.

Training Requirements: BDO must successfully complete all BDO training and testing. BDO must maintain proficiency in all facets of assigned work sufficient to ensure re-certification as required. .
Communication : The BDO is required to make clear and convincing oral presentations to individuals or groups. Must be able to listen effectively and, as needed, clarify information; professionally convey instructions and information to others and must be able to facilitate an open exchange of ideas and fosters atmosphere of open communication. The BDO must express facts and ideas in writing in a clear and concise manner.
Security Requirements: LTSO must pass a pre-employment drug screening test and a background investigation, including a criminal check and a credit check. This is a non-critical sensitive National Security position that requires you to be fingerprinted, photographed, and complete appropriate security paperwork, including a SF-86 Questionnaire for National Security Positions. The pre-employment background investigation must be COMPLETED with favorable results prior to a final offer of employment and cannot be initiated until submission of a completed questionnaire.

Equipment Used: Knowledge in operation of security equipment (e.g., passenger X-ray technology, baggage X-ray technology, Explosive Trace Detection, passenger screening wands, magnetometer/walk through metal detector, two-way radios).

Work Environment: Must be able to m aintain focus and awareness and work within a stressful environment which includes noise from alarms, machinery, and people, distractions, time pressure, disruptive and angry passengers, and the requirement to identify and locate potentially life threatening devices and devices intended on creating massive destruction. Must be flexible and open to change and new information, must be able to adapt to behavior and work methods in response to new information, and must be able to stay attuned to changing conditions, or unexpected obstacles.
Candidate must be available to work various shifts and overtime, as needed.
