Working with AECOM senior management, the Impact Assessment & Permitting Manager based in ourOakland, CA office is responsible for development of impact assessment business opportunities in the Bay Area and collaborating with other AECOM teams in Northern CA and Western US.
Responsibilities:
- Will direct and coordinate of local impact assessment staff; project management; coordination and tracking of project-related tasks, directing and coordination of interdisciplinary project teams, conducting and leading internal and external team meetings, and technical review of deliverables;
- Client and agency interface; and technical writing and editing.
- The successful candidate will have in-depth familiarity with private and government sector business opportunities in Northern California, be experienced at proposal development, be able to multi-task well by working on several assignments at a time,
- Must have excellent project management and communication skills, and a good working knowledge of CEQA/NEPA scoping/public participation and resource management consultation processes (e.g. Section 106 cultural resources, Section 7 T&E species).
Qualifications:
- Masters Degree in Planning or Natural Resources
- 13+ years' experience in preparing documents and advising clients through California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA), and related permitting, projects.
- 7+ years managing planning and impact assessment projects for large, complex, industrial projects (upstream (DOGGR and E&P), midstream, and downstream oil and gas, power plant, transmission line, and/or renewable energy, projects), and other infrastructure development projects (roads, pipelines, airports, etc).
- Strong resource development environmental and permitting experience, including managing projects under the CEQA/NEPA processes, be able to demonstrate familiarity with state and federal regulations and permitting requirements, and have a demonstrated history of problem solving in a permitting context.
- Project management experience includes project controls, scheduling, and cost estimating and subcontractor management for both cost reimbursable and fixed price projects, and on-call contracts.
- Experience with CEQA/NEPA project proposal development and client negotiations is required.
- Demonstrated client relationship track record for identifying and securing projects and contracts, with emphasis on the utility sector, especially in areas of pipeline and electric transmission line development.
- Experience leading and growing a small group of environmental assessment professionals, preferably working in support of project engineering development, is important.
- Some travel is required.
