Job Description:  This position is responsible for overall management of the Development Program Safety Program at a major southern California international airport. Examples of duties include, but are not limited to:

-   Oversight and Management of Safety Program Staff. Responsible for the oversight and management of Safety Program staff.

- Development and Regular Update of Safety Program Staff and other Resource Needs Outlook. Responsible for forecasting safety program staffing and other resource needs based on current and future projects.

- Promote the Safety Program.   With coordination from Management, effectively work to promote the proactive and behavior-based Safety Program concepts both internally and externally.  Pending the continued success of the Program, pursue recognition of the effort from outside entities (e.g., National Safety Council, trade and professional organizations, etc.) which would bring positive publicity to the Project and the Client.

- Oversight of job safety inspection visits. Perform field site safety visits as necessary to observe Field Safety Inspectors and assist them in identifying additional areas of concern or noncompliance, as well as, troubleshoot key identified and reported safety issues.   Ongoing evaluation of Field Safety Inspectors and Contractor's Daily Safety Reports and site conditions to help identify trending and consistency related to hazard identification and corrective actions.  These visits would also include conversing and/or meeting with airport Site and Principal Inspectors regarding safety concerns and follow-up actions taken by the Contractor.

- Review Contractor's and Construction Manager's Written Safety Plans.   Review the written safety plan for each entity.  Review results of safety performance and compliance in the field, on an ongoing basis to evaluate the effectiveness of the implementation of Construction Management and Contractor safety plans.

- Assist Construction Manager or Project Manager in review of resumes and experience verification and qualifications for the Contractor's Safety Manager and/or Safety Superintendent / Safety Supervisor. Assist Construction Manager or Project Manager in their review of resumes and experience qualifications for the Contractor's Safety Manager and/or Safety Superintendent/Safety Supervisor.  Assist in the review of resumes and personal interviews to help verify that candidates for these positions meet contract requirements.

- Assist the Construction Manager or Project Manager with verification of Contractor's compliance with written documentation requirements. Review with Construction Manager the submission of weekly "toolbox" meetings, new employee orientation, daily safety inspection reports, any accident/incident and related investigation reports and provision of "competent" or authorized persons documentation including training records.  Any Job Hazard Analysis (JHAs) or other required safety submittal documentation would also be included in this review and comment process.

-   Coordinate with Airport Risk Management. As requested or appropriate, provide support to airport Risk Management on issues.

- Attend Project Progress and Project Safety Committee meetings. As appropriate, attend these meetings to monitor the ongoing safety effort of the Construction Manager and Contractor.

- Attend Element Manager's and Element meetings. Attend these meetings to discuss Manager's and Personnel safety issues and concerns, as well as, to report on the safety status of Projects. 

-   Interface with Element and Construction Managers. Meet with Construction and Element Managers (individually) at least weekly to discuss their specific safety concerns and relate safety findings.

- Provide Regular Program Briefings to the Deputy Executive Director. At least semi-monthly meet with the Deputy Executive Director for the purpose of briefing him on the statistical performance of the safety program, as well as, the overall status of the program and the key issues.

- Coordinate Special Safety Meetings. Upon concurrence from the Project Manager, Element Manager or Deputy Executive Director, assist with coordination and attend any special safety meetings or trainings needed to address safety issues or promote special training which will benefit the program (e.g., OSHA 10-Hour Construction Outreach).

- Meet and/or solicit information from local, State and Federal Safety Officials and Professional Organizations in order to obtain current information on safety current and upcoming safety issues. Meet and/or attend webinars, conferences, trainings, continuing education courses, etc., in order to stay current on existing safety issues, as well as, potential upcoming changes to requirements.

-   Attend and participate in Airport Construction Safety Advisory Committee Meetings.   Attend these meetings to help provide input on any program-wide safety concerns and solicit feedback concerning safety performance and progress on the various projects as referenced in the Airport Construction Safety Policy Guidelines Manual, latest revision.

  Establishing monthly Contractor's Safety Manager/Safety Superintendent/Safety Supervisor Meeting.   Establish these meetings to discuss general program safety concerns and successes, as well as, present updates and information on safety regulations and requirements.
Basic Minimum Requirements:

- Excellent verbal and written communication skills.  Previous experience briefing at an executive level.

- Flexibility to work multiple shifts as workload dictates.

- Ability to multi-task and balance priorities.

- Solid people skills with professional demeanor.

- Authorized Instructor in OSHA Outreach Construction Training (OSHA 500 & 5109)

- Ability to teach others and communicate effectively with all levels of the organization.

- General Safety and Risk Management experience desired.  Insurance loss control experience preferred.

- Demonstrated ability to effectively communicate safety policies and practices.

- Excellent computer skills and ability to learn new software programs.

- Must have analytical reasoning and problem solving capabilities.

- Balanced approach to technical, business and people aspects of business.

- Bi-lingual preferred.

- First-A id/CPR/AED/Bloodborne Pathogen certification

- Microsoft Office Suite of software.

- Adobe Acrobat Pro.

- Large-scale construction management type software such as Primavera, Prolog, etc

  Previous experience with DBO2

  BS degree in Safety and Health, Engineering, Environmental Sciences or related field.
Minimum Certification: Safety Executive (CSE) or Safety Manager (CSM)  or Certified Safety Professional (CSP)

- At least 15 years of verifiable professional safety experience on heavy construction projects, preferably in an aviation environment.

-   At least 3 years of safety staff management (supervising at least 2 field engineers or more)
