Records Manager (Level II) Contract is pending award The Records Analyst (Level II) shall be a functional Subject matter expert and provide support on the contract to include the following: 5.2.2. Administrative Support Level II • Reviewing, prioritizing evaluating and assessing a wide variety of complex and sensitive projects, studies and actions concerning operational functions. • Conducting critical briefs with the Director several times daily and provides expert advice and recommendations on special actions, sensitive briefings and meetings. • Devising procedures and policies to meet new and emerging critical or time sensitive situations as they arise. Special assignments involve ongoing studies as well as one-time and unique projects requiring quick research, analysis, assessment and recommendations to the Director. This includes contact with OSD offices, OJCS, the Military Departments, the White House, Defense Agencies, OGC, Veteran Service Organizations and other activities to obtain necessary information to resolve programmatic concerns and coordinate policy decisions. This also includes direct communication with high ranking and high level officials. Interfaces and coordinates internally on behalf of Director with Assistant Director for Operations and Plans, Deputy Chief of Staff, and Department Chiefs, etc. • Conducting and participating in special assignments and studies of the Director's interest on a wide variety of mission critical projects, tasks and office functions. Provide background information and detailed assessments as directed. • Determining coordination requirements, information requirements and other background information which may impact on the response based upon subject matter. • Reviewing and consolidating responses, correspondence, reports and actions to produce the reports which often require the presentation of divergent views and opinions. Identifying and resolving problem areas. • Maintaining the calendars of the Director, DoD Office of Commemorations. Coordinating schedules with the Associate Director for Infrastructure Protection/Homeland Security, George Mason University, where the Director, DoD Office of Commemorations, serves as the Director for Infrastructure Protection/Homeland Security • Conducting organizational business in accordance with DoD policies, procedures and protocols in interactions with customers at all levels of the Department from SES principals and directors to action officers and stakeholders. • Forecasting requirements for reoccurring events and quickly responds to unexpected events and changes. • Managing workflow and accuracy to meet organizational customer service standards and organizational objectives. Delegating tasks on behalf of the Director, and properly channels the Director's sensitive information and records with privileged and selected staff members, or departments. • Managing and overseeing the Director's travel requirements via the Defense Travel System (DTS), initiating requests for, submitting, and monitoring orders, passports and visas, and managing the coordination of travel vouchers upon the completion of travel. • Preparing original correspondence for the Directors' signature in response to a wide variety of administrative inquiries by senior members of the Office of the Secretary of Defense, representatives from other Federal agencies and private industry. Ensuring responses are thoroughly researched and in accordance with policy and regulatory requirements. • Attending all Staff Meetings with the Director and Department Chiefs, and keeps record of tasks directed to staff. Attending other meetings and interviews with the Director as requested. • Providing direct support to the Office of the Director, DoD Office of Commemorations, to include coordination of logistics support and office supplies, oversight of IT and office machine maintenance and repair, time and attendance reporting, receptionist, and ceremony/special functions support. Managing visitors and respond to or direct queries to the appropriate service provider or functional manager. Special Qualifications: Contractor shall be responsible for insuring all personnel assigned to the Contract possess the following qualifications. a. Experience with military record keeping across services - important for identifying source documents and materials for the exhibit. b. Experience working with DoD and the Military Services history offices preferred, but not required. c. Expert knowledge of Microsoft Office Suite. d. Functional knowledge of Adobe Illustrator, Photoshop and InDesign graphics software. e. Functional knowledge of webpage editing and administration. f. Background in Vietnam War history (preferred) or Cold War history (desired). g. Proficiency in use of Microsoft Office 2010 products e.g., Word, PowerPoint, Excel. H. College degree, however this is a desired requirement.
