Summary of Role: We are seeking qualified candidates for the function of Onsite Permit Compliance Lead reporting to the Permit Compliance Manager and functionally to the Manager of Construction. The position is full time on a contract basis with location on the Jobsite near Rosamond and Lancaster, California. The general requirements for the position are as follows:

ESSENTIAL DUTIES AND RESPONSIBILITIES (other duties may be assigned):

- Assuring compliance with all permit requirements (e.g., Conditions of Approval, Mitigation Measures, resource-specific work plans, etc.)
- Assure compliance with all Endangered Species, Biological, Cultural Resources and Vegetation Acts
- Interfacing with EPC staff to ensure areas are cleared prior to ground disturbing activities
- Scheduling and assuring all environmental monitoring is performed as required
- Assuring all construction is performed in full compliance with all Environmental requirements
- Developing and submitting all required reports and actions as required (e.g., biological survey results, cultural resource reports, etc.)
- Managing and coordinating the construction phase of the Project as it relates to environmental compliance
- Assisting Permit Compliance Manager in maintaining weekly compliance dashboard
- Interfacing with Owner project compliance manager if one is assigned
- Interfacing with federal, state and county agencies

Minimum Requirements: -Minimum five years performing environmental monitoring and compliance of major industrial construction projects built in California
- Basic knowledge of all aspects of the environmental monitoring and compliance of industrial construction including:
o Federal environmental rules and regulations
o California environmental rules and regulations
o Kern and Los Angeles county's Environmental Rules and Regulations
o Environmental compliance o Federal and State Endangered Species Act
o Migratory Bird Treaty Act o Weed control
o Cultural resources o Preconstruction surveys ? avoidance and minimization measures
o Best management practices as they relate to environmental requirements
o Oversight and coordination of the environmental monitoring programs
o Management of environmental contractors
o Interfacing with Federal, State and County Agencies

- Knowledge of construction processes and procedures as they relate to environmental monitoring and compliance
- Basic business and administrative skills
- Experience in the preparation and understanding of environmental management reports
- Capable of managing, coordinating, and overseeing multiple tasks, assignments simultaneously
- Proficient in computer systems: Word, Excel, Microsoft Project, internet and email - Proficient in both verbal and written communication skills
Preferred Requirements: -Bachelor Degree in Environmental Engineering or Environmental Management is preferred however individuals with relevant construction experience will be considered.

OTHER PERTINENT INFORMATION - Candidate will be required to relocate to Project on a fulltime basis - Candidate shall possess a valid driver?s license - Candidate must pass pre-employment drug screening - Candidate must be able and willing to traverse site as needed
