Summary of Role: The Construction Project Engineer is individually responsible for the following duties:
  • Set up/schedule and manage regularly scheduled meetings and take meeting minutes
    • Includes internal & external as well as distribution
  • Become intimately familiar with project design, contribute to ongoing review of construction drawings
  • Assist Project Scheduler in initial baseline setup and regular updating of project schedule
  • Review & maintain the Bill of Materials (BOM) with the Construction Manager
  • Work directly with the design team and manage submittal of permit package to the Permit Agency
  • Attend client kickoff meeting, may correspond directly with the client or client project team
  • Work with Project Manager to create/compile and distribute Subcontractor Bid packages
    • Includes Subcontractor Scopes of Work (SOW), coordinate drawings & schedule
    • Final review of all Subcontractor Bid packages to confirm no scope gaps
  • Assist in Subcontractor Bid review and subcontractor selection
  • Subcontract review
  • Project Budget Management
    • Includes Subcontractor/Material invoice review and approval; Purchase Requisitions & Purchase Order management & creation; budget maintenance
    • Generate Customer invoice
    • Work with Project Manager to prepare budget forecasts capturing actual budget commitments as well as foreseeable risk items and commitments
  • Coordinate the Rebate Application request
  • Identify Customer Deliverables from the Customer Contract and Execute the Customer Deliverables per contract terms
  • Work with Project Manager and Construction Manager in development of project Site, Safety, Logistics and other project plans as may be required
  • Managing subcontractor RFI's & submittals
  • Secure all warranty paperwork
  • Coordinate directly with the Construction Manager to collect as-builts & field electrical forms and testing reports post construction
  • Facilitate the O&M manual creation and distribution to internal & external parties
  • Assist Project Manager with their list of duties.
  • Internal reporting
    • Internal subcontractor/material reporting; Create & Maintain the Outlook Report (bi-weeklies) for Project Manager review
  • Coordinate material delivery schedule with the Construction Manager
  • Facilitate the project Commissioning & Training Request, DAS, website communication coordination
  • Coordinate the Utility Interconnect & Inspection
  • Collect and maintain Construction Manager generated documentation
The Construction Project Engineer will coordinate with other SunPower project staff and contribute to the following tasks:
  • In the 75% Sales stage, review the agenda with Sales; budget review & acquire signatures (department wide, less sales)
  • Manage and revise the Project Schedule
  • Engage w/ permitting agency
  • Prepare Client correspondence and manage design approval with the Client
  • Developing safety & quality control plans
  • Subcontractor bid selection - RFQ, RFI, job walks
  • Negotiation & management of subcontracts and change orders, invoices and associated documentation
  • Monitor and track all subcontractor/supplier invoices.
  • Execute the internal Project Close Out
  • Projects to Customer Service Handoff and Admin Inactivation

SunPower IT will provide access to VPN for Oracle, G Drive, Webex, E-builder 1. Project Integration Management (project plan development, execution, integrated change control) 1.01 Project Development Support As applicable, attend job walks, survey site conditions and assist Design Staff in assembly of For Construction documents. X 1.02 Work Plan Coordinate Work Plan as outlined in the documents and as directed by SPWR PM X 1.03 Job Set Up Execute job mobilization and set up, including temporary fencing, toilet facilities, waste/recycle container placement, office trailer/modified container, temporary power and water, signage, etc. X 1.05 Management Provide oversight of General Contractor and/or Subcontractors in the execution of the scope of work. X 2. Project Scope Management (initiation, scope planning, scope definition, scope verification, scope change control) 2.01 Contract Management Prepare RFI, Scope of Work documents, and budget documents and review with SPWR PM. X 2.02 Bid Walks Attend and monitor bid-walks on an as needed basis for potential issues with scope of work on implementation and/or participants. X 2.03 Scopes of Work Prepare trade specific scopes of work for General Contract and directing questions and/or concerns to SPWR PM for resolution. X 2.04 BOM Review Review the SPWR BOM [Bill of Materials] against the For Construction Drawings, noting areas of concern or inaccuracy to the PM X 2.05 SPWR Products and Project Knowledge The PE should have an basic knowledge of SPWR Products, specifically the product specified for his/her assigned project. SPWR will provide 2-4 hours orientation for the PM to clarify both product and process. X 2.06 Design Set Review As applicable, review pre-construction Design Review for planning and input, and participate in Design Review meetings X 2.08 Permit As applicable participate with the Sr CM and GC in obtaining permits and wet stamped documents; compare Permit documents with For Construction to indentify time and cost impacts; protect documents so only used by AHJ. X 2.09 Project Deficiency/ Lessons Learned Assist in developing and completing a Project Deficiency List [punchlist] as a requirement for the General Contractor and/or Subcontracts to obtain Substantial and Final Completion. X 2.10 Construction Trades Proficiency PE must have a General working knowledge of the process of construction and be familiar with the trades hired to perform the work. X 2.11 Solar Proficiency In order to obtain a basic understanding of SunPower PV Solar Systems, SPWR will provide at a minimum a 2-4 hour orientation for the PE to understand/clarify SPWR's products and process. X 3. Project Time Management (activity definition, activity sequencing, duration estimating, schedule development, schedule control) 3.01 Computer Skills MS Office (Word, Excel, Outlook, Project, Power Point); E-Builder or equivalent online Project Management software X 3.02 Scheduling Activities Provide input to the SPWR Scheduler via 3-week look ahead schedules and/or a once per week phone conversation to ensure that SPWR's P6 project schedule is an accurate reflection of the project progress. X 3.03 Construction Schedule Update and Report on Construction Schedule progress using a 3-week look ahead schedule. X 3.04 Construction Activity Analysis Analyze Construction Schedule and Three Week schedules in order to sequence trades accordingly; participate in the monthly GC and/or Subcontractor draw review to establish realistic level of percentage of work completed, materials stored and records maintained. X 3.05 Project Completion Manage all aspects of project completion including development of prime and subcontractor end of project milestone requirements and close-out tracking plans X 4. Project Cost Management (resource planning, cost estimating, cost budgeting, cost control) 4.01 SunPower Resource Management Effectively coordinate supply chain deliveries and other SunPower resources X 4.02 Field Cost Management Coordinate subcontractors and other SunPower resources to minimize potential change orders; track changes in the scope of work as 'Issues' which have the potential to impact the project; assist in the evaluation of GC and/or Subcontractor proposed change orders. X 5. Project Quality Management (Quality Planning, quality assurance, quality control) 5.01 Field Issues/ NCR's Submit supply, shipping and material issues via Ebuilder in the Non-Conformance Report (NCR) format X 5.02 Quality Control Meet with GC and/or Subcontractors to assist in clarifying the requirements of the SPWR, GC and/or Subcontractor project specific Quality Control plan. Working with the SPWR Quality Department, inspect and audit the project on an interval basis to ensure compliance with the project documents and the established Quality Control Plan. X 5.03 Product Knowledge Review and assist in the compliance with the process and equipment requirements outlined in the SPWR Product Specific Installation manuals. X 5.04 Inspection Management Schedule/ escort on-site inspections; understand basic components of inspection criteria for civil, electrical, concrete, welding, SWPPP. X 5.06 Product Improvements Provide SPWR with Lessons Learned summary, which includes discussion of quality and effectiveness of design, subcontracts, logistics delivery system, commissioning process, etc. In addition, please suggest, if any, process and/or product improvements at completion of project. X 6. Project Human Resource Management (leadership, organizational planning, staff acquisition, team development, training) 6.01 Interpersonal Skills

Project Communications Management (Communication Planning, Information Distribution, Performance Reporting, Admin closure) 7.01 Customer Service/ On Site Contact Maintain strong customer relationship with on site contact for primary and secondary clients. Manage Client / Owner expectations in coordination with the CM and Sr CM as SPWRs representative and deliver reports according to contract requirements. X 7.02 RFI's Work with GC and/or Subcontractors to ensure that submitted RFI's are accurate and come with a suggested solution; assist the Project Team in the review of and response to RFIs. X 7.03 Meeting Management As applicable, attend and contribute to on site pre-con meetings; attend and participate in periodic Construction Progress/Coordination Meetings. X 7.04 Project Documentation Primary responsibility for tracking, logging, and maintaining project record files for correspondence, meeting minutes, RFIs, submittals, issues, changes, risks, schedules, thorough and accurate daily logs in Ebuilder, job site photographs and collecting daily logs from GC and/or Subcontractors and attaching to each days SPWR daily log. X 7.05 Job Permit Provide permit package to CM/Sr CMs; work with SPWR staff to assist with compliance and in obtaining Project Final Completion. X 8. Project Risk Management (risk management planning, risk identification, quantitative risk analysis, qualitative risk analysis, risk monitoring & control) 8.01 Execution Risk Management Develop and update project risk management plans and mitigation actions required to mitigate risks. Escalate risk issues to appropriate SunPower management. X 9. Project Procurement Management (procurement planning, solicitation planning, solicitation, source selection, contract admin, contract closeout) 9.01 Project Material Management Coordinate with SunPower Supply Chain and external vendors on the deliveries to the project site; provide oversight of GC/Subcontractor process of auditing job site deliveries for accuracy, report status to Supply Chain within 24 hours of receipt, sort and transfer to subs; coordinate with Sr CM on return of excess materials through the RMA process. X 9.02 Site Material Management Using the BOM as the baseline, coordinate with GC or assist Subs to develop, input and maintain of a site material management plan for the material needed for the project work. X 9.03 Close Out Documentation Document project closure including field documentation, including as-builts, tools/equipment, binders, etc. X 10. Deliverables 10.01 General Complete deliverables required to support the Scope of Services outlined above. X 9.02 Bi-Weekly Report Compile information required for the internal bi-weekly report and publish to business analysis group and PMO management team on a bi-weekly basis. X 11. Project Administration 11.01 General Construction Administration Track, log, upload and download construction documents in eBuilder or alternate online CA interface required by client, box.net, Special Inspection Laboratories and save on SunPower 'G' Drive or other SunPower location, including bid documents; RFI's; Submittals; FCD's; ASI's; correspondence; meeting minutes; and inspection requests (as needed). X 11.02 PR/PO/CO Management Assist in handling, processing and tracking of Contractor PCO's from submission of PCO, budget adjustments, PR creation, PO issuance, Change Order creation and full execution of Change Order document. X 11.03 Compliance Review and clear vendor invoices for compliance of lien waivers, insurance status, receipt of certified payroll documents, execution of change orders invoiced. X Minimum Requirements:
  • 4 year Construction Management or Engineering degree or equivalent construction experience
  • 2 years' experience as Project Engineer for a construction company
Preferred Requirements: QUALIFICATIONS

  • Skill in using computer software such as MS Word, Excel and Outlook.
  • Experience using Oracle, Primavera and Prolog software desirable
  • Valid State of Residency Driver's License and access to vehicle
  • Excellent verbal and written communication skills
  • Excellent organizational skills
  • Ability to logically troubleshoot problems and develop creative solutions
  • Resourceful and self-directing, ability flourish in a fast paced and demanding work environment



EDUCATION and/or EXPERIENCE

  • An interest or experience in alternative energy, distributed generation, energy efficiency, and/or green building is a plus
