The Blue Grass Chemical Demilitarization project has long-term opportunities. Design completed in 2010, Construction is expected to last through January 2015 followed by Systemization, Plant Operations, and Closure. This project office is located in the city of Richmond, KY with a construction site located approximately 5 miles away on the Blue Grass Army Depot. Work location: Blue Grass project in Richmond, KY. Unescorted access required. Candidate must successfully clear National Agency Check (NAC); all employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to work safely at a construction site. Role Supports activities assigned to Instrumentation Field Engineers by the Lead Instrumentation Field Engineer. Duties will include but not be limited to: - Develops and reviews drawings, specifications, and subcontracts.
- Develops work packages for instrument installations, inspects and documents completed work
- Supports and develops requisitions for field purchased material and equipment.
- Initiates requisitions for field purchases of permanent plant instrumentation commodities.
- Supports and supervises preparation of construction field sketches and schedules.
- Ensures preparation of "as built" drawings and other job plans.
- Assists other Instrumentation Field Engineers and Superintendents in interpreting design drawings, monitoring equipment installation, and planning for delivery of construction materials and equipment, and assuring that proper warehousing and storage exists to ensure environmental protection.
- Reviews and/or supervises, as assigned, the preparation of construction estimates, cost engineering studies, schedules, and budgets.
- Develops and reviews specifications, purchase orders, subcontracts, inspection reports, delivery schedules, instruction manuals, and technical data.
- Administers assigned subcontracts to ensure contract remains up to date in areas such as drawings, specifications, cost and schedule.
- Ensures that vendors' bids for material and equipment are in conformance to specifications.
- Provides weekly updates, work-off curves, and/or reports to the Lead Instrumentation Field Engineer regarding Field Engineering instrumentation work.
- Works with various functions to ensure the project achieves corporate goals set for environmental, safety & health, quality, cost, and schedule.
- Interfaces with the Engineering group to identify and resolve constructability issues as identified in the field and during drawing / specification reviews.
- Supports instrumentation Field Engineering utilization of Field Change Requests (FCRs), Field Change Notices (FCNs), RFIs (Requests for Information), Engineering Inspection Requests (EIRs), Material Withdrawal Requests (MWRs), Field Material Requisitions (FMRs), and Deficiency Reports (DRs), among other permanent plant records.
- May act as the Lead Instrumentation Field Engineer in the absence of the Lead Instrumentation Field Engineer.
- Complete quality Documentation to support system turnover
- May be required to work back shift to support schedule activities
Basic Qualifications - Must be a US Citizen or be able to work and remain in the US without sponsorship
- Must be able to obtain a site security badge
- Bachelor's degree from an accredited university in the field of Electrical Engineering, Instrumentation Engineering or related discipline and 1 year of progressive professional experience as a Field Engineer including experience specializing in instrumentation. OR;
- In lieu of a degree, 7 years of progressive professional experience as a Field Engineer or related discipline including experience specializing in instrumentation.
Salary and grade commensurate with education and experience. Additional Information Minimum Qualifications - Computer literate in Microsoft word processing, spreadsheet, presentation, and database applications.
- Basic experience utilizing TeamWorks for instrumentation quantity reporting.
- Able to climb ladders and access scaffolding utilizing fall protection
Preferred Qualifications - Intermediate understanding of the Quantity Unit Rate Report and how Field Engineer quantity reporting influences the report.
- Previous Chemical Weapons Demilitarization instrumentation experience.
- Knowledge of BSAP's including Teamworks, Setroute, and BPS
During operations, in approximately 2016, this project will be subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Personnel Reliability Program (PRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated.
