Minimum Requirements: • Bachelor's Degree Accounting, Finance, Engineering or Construction Management or related field • Minimum 15 years of experience in project cost management including supervisory roles on large capital construction programs or equivalent experience • Knowledge of construction cost database tools, such as Primavera, Contract Manager, or Prolog • Valid driver's license • Strong PC computer skills with knowledge of Microsoft Office (Word, Excel, PowerPoint and Outlook) • Qualified applicants who are offered a position must pass a pre-employment substance abuse test Job Description: Reporting to Chief Program Operations, leads a team of financial analysts and cost engineers responsible for all budgeting financial reporting and cost forecasting for a multi-billion capital construction program. • Assists and reports to the New York State mandated Code Compliance Manager for the East Side Access Project. • Management of Program Capital Budget including maintenance and commitment plans and budget and scope transfers. • Review of program expenditures for appropriateness and proper accounting by third parties and force account staff. • Development of regular forecasts and estimates to completion for labor, material and third party contracts; develop current cash outlay requirements for various funding sources. • Preparation of comprehensive cost reports and analyses for senior management and external shareholders and funding agencies including various reports and contingency analyses. • Maintenance of program cost accounting database. • Interface with Federal, State and private funding agencies including preparation of grant applications, cost-sharing MOU's, Monthly and Quarterly Financial Reports. • Review and approve Design and Construction Change Orders to verify funding availability and impact on forecasts. • The responsibilities of this position include, but are not limited to those stated above.
