Job Description: Independently evaluates, selects and applies standard engineering techniques, procedures and criteria, using judgment in making minor adaptations and modifications. Independently performs all the tasks necessary to complete primary design elements for engineering works. Assignments have clear and specified objectives and require the investigation of a limited number of variables. Performance at this level requires developmental experience in a professional position. Receives instructions on specific assignment objectives, complex features, and possible solutions. Assistance is furnished on unusual problems and work is reviewed for application of sound professional judgment. Develops solutions to a wide range of difficult technical problems. Works under general direction. Independently determines and develops approach to solutions. This position will provide technical and business development support to Water Business Line staff engaged in international projects. Technical support activities will include: 1. Incidental technical backstopping for project staff in the field (multiple projects) 2. Short-term technical assistance (STTA) to overseas field project offices 3. On-call specialist support for specific technical assignments carried out in the home office (e.g., small reports) Business development activities would normally consist of providing support to senior staff in the areas of: 1. Review and go/no go decision making support 2. Market analysis, USAID Mission forecasting, etc. 3. Review of partner qualifications and preparation of teaming agreements 4. Technical and Cost proposal development 5. Staff recruiting Qualifications: Bachelor's Degree (Master's preferred) in agricultural science/engineering civil/water resources engineering or related field. Licensed and/or Registered as a Professional Engineer a plus. 1. At least 5-7 years of progressively responsible experience supporting business development and implementation of donor-funded agriculture and/or agricultural water management programs in a developing country setting. Experience shall include long-term technical assistance (LTTA) and/or STTA short-term in the field. 2. Experience with dry land crop production, water management systems, and design for very small ( 3. Demonstrated experience with host-governments, private sector partners, and Farmer's associations and cooperatives in planning, evaluating and coordinating agriculture and water resources management programs. 4. Demonstrated experience in agricultural production, green water strategies, dry land and/or irrigated agriculture, and crop-water resources management in agriculture. Understanding of value chain based decision-making processes for enhanced agricultural production. 5. Familiarity with USAID contracting requirements (FAR/ AIDAR) and basic administrative requirements for staffing (tech/ rate) and travel approvals. Familiarity with USAID procurement requirements a plus. 6. Experience in implementing design quality assurance and quality control activities. Leadership and Supervisory Experience: 1. At least 2 years of progressively responsible experience leading multidisciplinary teams on business development (e.g., project proposals) and project deliverables (e.g., technical reports and studies). 2. Excellent interpersonal skills and demonstrated team-building ability and internal/ external networking skills. 3. Experience in direct supervision of administrative and junior technical staff. Other Qualifications: 1. Professional fluency in English in speaking, reading, and writing required. Some proficiency in another language such as Arabic, French, Spanish, Portuguese, or Dari is also desirable. 2. Excellent interpersonal and written communication skills. 3. Ability to interact regularly and professionally with senior management and technical staff in other offices on business development and project execution issues. 4. Demonstrated ability to work in a fast-paced environment and adapt to changing priorities, and solid organizational skills with a strong track record in meeting deliverables and deadlines. 5. Internally-driven, self-starter, team orientation.
