Project
The Escondida Water Supply (EWS) project scope consists of desalination facilities expansion at Coloso port, associated marine works, pipeline system to move water from Coloso to the Escondida Mine at 3200 MASL, associated pumping stations and power supply via 230KV HV transmission line, and HV substation work (Greenfield and Brownfield). Early works will include construction of temporary construction facilities, two man camps, access roads, laydown yards, fabrication facilities and other construction support facilities required for a large linear construction project.

SUMMARY:
The Deputy Lead Field Engineer position is responsible for the organization and direction of multi-discipline field engineering personnel and activities relating to construction engineering, subcontracts, and engineering liaison with the design functional group on a small to medium project.

ESSENTIAL JOB DUTIES:

  • Coordinate with design engineering group for constructability and design issues.
  • Establish a design/field engineering working relationship and lines of communication with the Project Engineer, including agreement on engineering deliverables and overall construction application configuration management.
  • Responsible for quantity take-off, control, tracking, reporting and forecasting.
  • Direct the design of temporary construction facilities as required.
  • Issue field sketches to support construction needs.
  • Determine timing for as builts or redlines to design engineering based on contract, client and/or design requirements.
  • Direct the preparation of requisitions for field procured materials (FMRs), material substitution, services and equipment.
  • Review Material Receiving Reports (MRRs) and warehousing to assure delivery of correct materials.
  • Ensure Engineering Inspection Reports (EIRs) are being done for equipment and materials received.
  • Coordinate and monitor the interface between the construction automation plan and the project controls program at the jobsite.
  • Manage implementation of the construction quality program.
  • Direct preparation of cost estimates for construction activities and coordinate the preparation of cost reports, forecast and progress reports.
  • Coordinate with Superintendents and Subcontractors to plan construction schedules.
  • Provide support to 3 week look ahead meetings.
  • Plan and recommend procedures to be implemented by Superintendents to ensure construction operations are within requirements of engineering design and specifications.
  • Work with customer's resident engineering and operating personnel to coordinate construction activities.
  • Coordinate subcontract activities to ensure materials, equipment and quality comply with design plans and specifications.
  • Implement controls over variables affecting job progress to ensure engineering and procurement provide timely delivery of drawings, materials and equipment and ensure that other corporate programs are fully utilized.
  • Administer major subcontract changes and represent the company in major contractual discussions and negotiations.
  • Undertake training needs analysis and support development of the Field Engineering Training Plan for the project.
  • Ensure that subordinate personnel receive progressive training.
  • Supervise operations and compliance of the field document control department.
  • Work with the Field Welding Engineer to monitor weld reject rate, ensure qualifications and compliance with the project Weld Control Manual.
  • Coordinate field engineering efforts to support to punchlisting and inspection walkdowns for turnover to pre-ops.
  • Perform Annual Reviews for direct staff.
  • Perform other duties as required by Bechtel management.

QUALIFICATIONS

  • Bachelor's degree in Engineering or other relevant technical discipline from an accredited university as well as a minimum of 10 years relevant work experience, or 15 years relevant experience in the absence of a degree.
  • A minimum of five years field engineering experience in at least one discipline as well as a minimum of two years supervisory experience.
  • Knowledge of EPCM contract management. Thorough knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration. Knowledge of the use of subcontracts. Knowledge of the contractor/subcontractor's responsibilities contained in subcontract documents.
  • Extensive background in industrial construction projects, managing staff, providing leadership, maintaining good client relationships and developing talent within the project.
  • Demonstrated commitment to Environment, Safety and Health (ES&H). Demonstrated commitment to a Zero Accident safety program.
  • Must be computer-literate in word processing, spreadsheet and database applications.
  • Must be familiar with current industry quality standards.
