Project
The Escondida Water Supply (EWS) project scope consists of desalination facilities expansion at Coloso port, associated marine works, pipeline system to move water from Coloso to the Escondida Mine at 3200 MASL, associated pumping stations and power supply via 230KV HV transmission line, and HV substation work (Greenfield and Brownfield). Early works will include construction of temporary construction facilities, two man camps, access roads, laydown yards, fabrication facilities and other construction support facilities required for a large linear construction project.

SUMMARY:
Works independently to develop, implement, and supervise the execution of process improvement efforts. Duties require high degree of accuracy, judgment, initiative, and sound technical understanding of ES&H processes, procedures, policies, and automation tools that may include the ES&H Assessment Process and People-Based Safety (PBS).

KEY RESPONSIBILITIES

  • Provides input and recommendations to the corporate-wide missions, goals and strategic objectives for process improvement for ES&H across Bechtel. Understands and applies the ES&H Management System approach to process improvement activities.
  • Plans, develops, coordinates, and directs process improvement activities including, but not limited to:
  • On-line and instructor-led training materials
  • Design for functional marketing and communication tools and resources
  • Third-party vendors to provide process improvement tools where applicable such as course design, translation services, subscription services and other departmental supported outside resources
  • Departmental corporate-wide correspondence, alerts and bulletins
  • Supervises, coordinates, directs and reviews the work of process improvement specialists and assigned personnel and delegates work to meet completion dates.
  • Participates in and/or leads, at manager's discretion, department staff meetings and advises if tasks are on schedule or adjustments need to be made.
  • Prepares or directs the preparation of learning, training and marketing (e.g., brochures, media, and print materials).
  • Ensures that work being performed is within scope of services and budget and ensures support staff is working within parameters of budget and schedule.
  • Coordinates with process improvement manager and/or corporate ES&H management to obtain approval on work.
  • Supports projects with specialized training requests.
  • Supports process improvement manager on corporate development needs such as employee skills requirements matrices and training initiatives.
  • Performs performance reviews for subordinate personnel and provides appropriate on-the-job training and/or resources for their professional development.
  • Identifies problems and exercises discretion and independent decision-making with regard to process improvement activities and tasks.

BASIC QUALIFICATIONS

  • Technical knowledge of computer-based training development and web-based software and development.
  • Technical knowledge of Adobe Suite desktop publishing software, SharePoint web developer, FrontPage programming code, and Flash incorporation into training products.
  • Knowledge of learning and development systems, applications of both ES&H and automation methods, and application of computers to associated process improvement tasks.
  • Knowledge of industry and regulatory standards, practices and criteria pertinent to ES&H learning and development needs.
  • Knowledge of government regulatory record keeping requirements.
  • Experience and proficiency in matters of business administration including the preparation of budgets and schedules.
  • The above is normally acquired through:
Recognized degree from an accredited college or university, or
Sufficient number of specialized courses, or
Comprehensive, progressive work experience in ES&H and learning and development functions
  • Demonstrated skill in group presentations.
  • Demonstrated skill in oral and written communication.

Additional Requirements (optional):
  • Intermediate communication skills.
  • Strong interpersonal and teamwork skills.
  • Spanish/English Communications skill is preferred
