Minimum Requirements:

Bachelor's degree in Computer Science or related technical field and at least 7 years of job-related experience or equivalent; excellent communications and analytical skills; demonstrated working knowledge and extensive experience of several programming languages (SQL, Visual BASIC, JAVA), computer systems, and integrated software application programs. Advanced skills required in Excel, Access, and PowerPoint.

Position requires the ability to investigate, troubleshoot, and design solutions to problems in developing user-friendly data presentations.

Position requires a self-starter who enjoys working with various stakeholders, and providing compiled briefing products and dashboards to various external stakeholders from gathered analytic data. Candidate shall also be required to develop new products at the customer's request to automate, or increase the fidelity of existing data sets.

The preferred candidate shall have had experience with Submarine Maintenance data management and analysis supporting a major staff or Naval maintenance facility with prior experience with U.S. Navy maintenance practices, fleet maintenance data (2-Kilos, CASREPS), modernization scheduling, and/or configuration management. Also, he/she shall be familiar with Navy Data Environment (NDE), Open Architectural Retrieval Systems (OARS), Navy Ships Maintenance and Material Management (Ships 3M),

Position may require travel.

Position requires ability to obtain and maintain a security clearance. Current clearance desired.


Job Description:

URS is actively seeking a Programmer/Analyst to support developing and distributing a wide range of analytic data products to various stakeholders in the Submarine Force. Products will be used at both water-front maintenance support levels, and senior management strategic levels . Candidate may also be required to coordinate various data-gathering efforts among multiple stakeholders.

Essential Responsibilities:

1. Develop and maintain database and applications for COMSUBLANT Maintenance and Material Directorate (N4).
2. Perform detailed analysis of design, implementation, and derived code to ensure sufficient accuracy, validity, safety, and fidelity exists of existing automated data gathering programs and tools.
3. Gathers information from various resources to present analytic data in multiple, user-friendly formats tailored to stakeholder requirements.
4. Maintain and Construct custom MS Office applications to support customer requirements.
5. Debug and test web-based applications.
6. Prepare and distribute multiple briefs and analytic products to various stakeholders.
7. Assist junior personnel or peers in accomplishing detailed assignments.
8. Direct on-site customer interface for database management, software installation, and programming, and other computer system tasks as needed.
9. Maintain and establish customer defined dashboards/metrics including CASREPS, CSMP Data, INSURV Grades, ORSE trends, 3M inspections, Depot Availability Trends, and Cumulative Operational Days Lost.
10. Comply with hardware and software systems standards and procedures.
11. Provide informal training in implementing website management/software programs based on user requirements.
12. Maintain liaison with outside hardware and software vendors for system upgrades and maintenance.
13. May develop, write, and submit technical reports for technical presentations and meetings.
14. May provide support in the development of technical proposal and provide input on the technical content and level of effort of the proposed scope of work.
15. May perform evaluations in the development, design, implementation, and maintenance of complex programs or systems.
16. Perform all other position related duties as assigned or requested.
