Minimum Requirements: Bachelor's Degree in Environmental Engineering, Environmental Science, Biology, or equivalent. Professional registration and/or certification, as applicable. Master's degree in relevant discipline can substitute for up to two years of work experience.
Minimum 8 years of relevant environmental permitting, compliance, monitoring, or auditing experience with a focus on federal and state permit applications and environmental studies for large-scale linear corridor projects, including pipeline and transportation projects. Experience must include a minimum of 3 years as a Project Manager or task leader for FERC, USACE, DOT and other NEPA compliance projects.
Candidate must have strong management, communication and analytical skills as well as presentation and writing abilities. Must be organized, team player, critical thinker, and self-motivator.
An understanding of the informational requirements of key permits at the local, state, and national level (e.g. NEPA, CWA, CAA, NHPA, etc.) is required. The ideal candidate would possess strong business development and program management skills and have a deep understanding of client needs and key services in pipeline and transportation sectors.

Job Description: The Infrastructure & Environmental Division of URS is actively seeking a creative, highly talented environmental professional for employment in the Environmental Planning and Permitting Group of our office in Houston, Texas. URS is in need of a Senior Project Manager who has recognized experience in environmental planning and permitting for the Oil & Gas/Pipeline and Transportation industries. The selected candidate must have the ability to develop new work, coordinate and make successful handoffs to project team members, and to manage individual projects while supporting business development opportunities for the group.
This position includes a range of technical, project management, and business development responsibilities, including the following: • Perform as Project Manager or Senior Project Scientist on a variety of environmental permitting projects including the development of NEPA compliance reports/documentation (e.g., EAs, EIS, FERC Resource Reports, etc.), resource management plans, habitat conservation, and other technical studies • Assist with identifying and developing opportunities with URS' public and private sector clients in the Texas/Oklahoma Region with a focus on environmental planning and permitting opportunities for large-scale linear corridor projects • Assist with proposal efforts for major project opportunities in conjunction with URS' regional pipeline and transportation teams
