Project Description:
The Australia Pacific LNG (APLNG) Project is a coal seam gas (CSG) to liquefied natural gas (LNG) development project on Curtis Island, near Gladstone, Queensland. Gladstone is located approximately 450 kilometers north of Brisbane on the east coast of Australia. Australia Pacific LNG has Australia's largest CSG reserves position and is well placed to enable the creation of a world-class, long-term industry in Queensland, Australia. The Project consists of the development of the LNG plant which will have a processing capacity of up to 9 million tons per annum (Mtpa).

Bechtel is performing the Engineering, Procurement and Construction (EPC) on the project. Portions of this work will Modularized. The Modularization assembly will be completed on Batam Island, Indonesia. Batam Island is located one (1) hour (by ferry) south of Singapore. The project is scheduled for completion in 2014. The project will be performed using a Bechtel Direct Hire workforce with select subcontract support. This position is in support of the Inlet Air Chiller (IAC). The scope is :

  1. 2 Inlet Air Chiller Packages per LNG Train with 2 trains being assembled at this time.
  2. Each Package has 10 skids (Air Coolers not moved to Batam) (40 total skids)
  3. 10 skids have combined weight of 400 tons (1600 total tons for all 4 IAC packages)
  4. Material will begin to arrive in Batam in August 2013
  5. A separate Construction Team is being mobilization starting in July 2013. The IAC construction team will be independent of current module yard assembly team, with the exception of certain support disciplines.
  6. Planned assembly start in September 2013


SUMMARY:
Oversees the day-to-day operation of the on-site medical facility and staff. Implements and administers project medical services contracts and agreements in accordance with governmental, legal and professional laws and regulations. Works independently to plan, develop, monitor and evaluate the health, hygiene and medical services for the project and its operating facilities. Assists departments and contractors in health programs, monitoring health systems, collecting data, and implementing emergency response capabilities. Administers facility medical activities in accordance with medical directives approved by a physician.
ESSENTIAL JOB DUTIES:
1.Manages the onsite health care service provided to employees and subcontractors. 2.Manages and oversees the evaluation and treatment of employees with injuries and/or illnesses and referral to a physician or hospital, and subsequent follow-up treatment.
  1. Follows-up on emergency hospital cases keeping ES&H Manager, project management, and human resources apprised of the status of patients.
  2. Maintains an adequate stock of necessary medical supplies, medications and equipment for proper on-site facility operation.
  3. Maintains confidential medical records in secure fireproof cabinets.
  4. Helps to implement health programs and initiatives.
  5. Helps to , implement and monitor a substance abuse program at the project.
  6. Implements and actively supports the project-level ES&H management program, PBS program and safety promotion activities
  7. Provides assistance to area construction / supervision management in implementing and complying with project safety requirements and in addressing safety/health issues as they arise during project execution
  8. Conducts safety assessments/inspections of project construction activities to monitor compliance with safety/health requirements including contractual commitments, laws and regulations, and the project's ES&H plan.
  9. Actively support and participates in toolbox / STARRT meetings and safety promotional activities and campaign
  10. Participate in monitoring the ES&H activities including auditing, sampling and inspection and advises on ES&H matters, etc.
  11. Inspect the construction area daily
  12. Ensures project complies with permit to work procedures and requirements
  13. Ensures job complies with JHA and STARRT procedural requirements
  14. Participates actively in the investigation of all incidents and near misses
  15. To be of constant advisor on the field for any problem related to ES&H for all personnel
  16. Advise employees of hazardous conditions/concerns or near-miss incidents and ensures timely corrective actions taken
  17. Exercise the authority to stop work activity in the event of imminent life critical situations / conditions to the safety and health of workers and ensures timely correct action taken.
  18. Actively implement and support project ten (10) safety critical
  19. Participates and actively supports as a member of Zero Accident Team
  20. To verify on daily basis the correct use of PPE by all the personnel
  21. To ensure that firefighting and safety equipment is regularly inspected and services
  22. Review, inspect, use and inventory all the types of monitoring equipment to be used and review the calibration, use and documentation requirements
  23. Verify and update all required ES&H postings, warnings and signs applicable to the project work/hazards
JOB KNOWLEDGE:
  • Proficient in occupational nursing and the handling of emergency situations.
  • Knowledge of medical record keeping requirements in accordance with standards of professional nursing practice, applicable governmental regulations, and ES&H requirements.
  • Knowledge of basic ES&H programs and measures
  • Knowledge of and experience with data management systems and computer hardware/software.
  • Skilled in the handling of emergency situations and decision making.
  • Skills in verbal and written communication.
