SUMMARY DESCRIPTION OF DUTIES: • Establish office filing system for correspondence, logs, various meeting minutes, payments, changes submittals and all other contractual documents. • Review all incoming correspondence for required action and ensure that timely action is taken including preparing response. • Maintain logs, including inspection/test, change status, claims, submittals, receivables, etc. • Complete and process reports and notices (e.g., bi-monthly status reports). • Keep track of Certificates of Compliance, Warranties and Guarantees. • Review of submittals with R.E. and advise office assistants to inform reviewers of priority and critical submittals. • Ensure adherence to contract requirements. • Provide contract interpretation and recommendations of contractual actions. • Verify that the contractor has obtained necessary permits/licenses including hauling/dumping and, if needed, coordinate/assist with approvals. • Review of schedule of values with R.E. • Process monthly payment applicationstaking quantity verifications, stored materials and all other back-up data into account. • Process Change Notices, Letter Change Orders, Change Orders, etc. review of proposals, working/coordination with the estimators/schedules, participating in pre-negotiations and negotiations, preparing the packages for review and concurrence. • Keep up-to-date on all contract activities. • Review Inspectors Daily Reports. • Act as RE in his/her absence when designated. • Coordinate close-out activities and close-out the contract(s). • Monitor status of various activities on the contract and take necessary action as needed. • Review all activities that may impact the contract with the R.E. • Coordinatate meetings, discussions, and negotiations as applicable. • Negotiate contract changes and/or the resolution of construction related claims with contractors; analyzes contractors' claims against MARTA. • Develop and initiate field change notices and letter change orders. • All other duties as required. EDUCATION/EXPERIENCE/CERTIFICATION: • A Bachelor's degree in Business Administration, or Engineering; relevant experience will be considered. • Five to ten years of experience of Office Engineer/Contract Administrator experience. KNOWLEDGE/SKILLS/ABILITIES: • Considerable knowledge of procedures relative to work flow of the MATC Program Office. • Solid organizational, detailed oriented and analytical skills. • Excellent written and oral communications skills and a thorough knowledge of industry practices and regulations. • Knowledge of the Resident Engineer Manual. • Ability to effectively present information to clients and/or agency staff. • Ability to read and comprehend written materials such as: construction plans, specifications, safety cautions/warnings, maps, operating instructions and procedures; contract terms and conditions. • Proficiency in MS Word, Excel, PowerPoint and Outlook. • Proficiency in Adobe Acrobat, MS Access, Primavera Contract Manager (P6), along with scanning and imaging applications. • Ability to remain flexible, manage changing priorities and perform complex activities. • Ability to work as team player. • Detail oriented. • Self-motivated and willing to accept responsibility of assigned work. • Ability to maintain confidential information. • Ability to interpret and apply applicable Federal, State, local and each regulatory practice and procedure. • Ability to supervise office assistants when required. |
