Strategic Communications Planner (Senior - CONUS) support PSYOP and MISO officers and senior military personnel by linking the CONUS command with theater contract assets. This position serves as the primary link between the customer CONUS and AECOM program assets in Kabul, Afghanistan. Framing the influence operational environment; framing the IIA problem in the context of the COIN Campaign; developing the IIA operational approaches to maintain the influence initiative against the Insurgency; and institutionalizing solutions in the detail of IIA operations plans, standing operating procedures, and doctrine. The qualified candidate will also support evaluating IIA by developing assessment criteria - measures of performance, measures of effectiveness, and impact indicators. The Planner will provide advice on the intelligence preparation of the Influence environment. Equivalent to GS-14/NATO A4. Experience with MISO/PSYOP, EW, MILDEC, OPSEC or Computer Network Operations. Understands ISAF, US Military, and how MISO and the MDMP applies across all partner nations. Strong understanding of the culture, history, and geography of Afghanistan. Minimum years' experience in the StratCom/IO/PSYOP community having achieved the rank of O6/GS14. Proficient in operating computer and communications equipment, including word processing, graphic presentation and spreadsheet software. Excellent written, oral, and interpersonal skills at the General Officer or Senior Executive level. Must disclose business interests, commercial relationships, or real property owned in Southwest, Southeast and Central Asia and in U.S. telecommunications companies to prevent conflict of interest. TOP SECRET // SCI DoD clearance is required. Description: Military information support task force - Afghanistan (MISTF-A); this effort is to provide military information support operations, product research, development, production and dissemination; product assessment, polling, surveys and focus groups; mobile information teams deployment; plans and development for future missions.
