PROJECT OVERIEW Pueblo Chemical Depot - Pueblo, CO. Unescorted access to the Chemical Limited Area candidate must successfully clear National Agency Check (NAC); all employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at a construction site. Eligible Foreign National applicants mustpossess a US Government issued Green Card and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable. Role Overview Provides supervision to a project team of Purchasing personnel. Develops and monitors project work hour estimates, and prepares Purchasing master pro-forma documents. Participates in the planning, staffing, training and development of Purchasing personnel. Distributes workload to assigned staff.Supervises a team of Purchasing personnel on a small to medium-sized project. Performs purchase order formation and administration activities when required by workload, complexity, or other factors. Reports to and receives operational direction from Procurement Manager. Provides supervision, training and guidance to other purchasing personnel. Maintains working relationships with project Procurement personnel and other project discipline supervisors in order to perform assigned duties. Maintains contacts with global business unit Procurement personnel, including functional supervisors, and other Procurement supervisors of Expediting, Supplier Quality, Traffic & Logistics, and Field Procurement to coordinate the project Purchasing operations and to maintain an awareness of the performance and operating problems of contractors on other Bechtel jobs. Coordinate the development of problem resolutions, of claims settlements, and other contractual matters. Maintains contacts with corporate service departments such as Finance and Project Controls. Maintains contacts with client personnel as authorized and/or directed by the Project Procurement JOB RESPONSIBILITIES (may include but not limited to): 1. Develops and prepares project master purchases pro-forma forms, including legal and commercial terms and conditions to be included in purchase documents on project commitments. Reviews prime contract terminology and transfers applicable legal and commercial terms into the pro-forma documents. 2. Reviews and develops other commercial and technical data prepared by Engineering, Construction, Finance, Traffic & Logistics, Insurance, Tax and other procurement functional groups and inputs suitable terminology into pro-forma documents. 3. Participates in the development of project purchasing procedures. 4. Prepares, maintains and monitors project bidders lists, ensuring input is received from all procurement functions and other operational groups. 5. Participates in the planning, work hour calculations, budgeting and other related activities in projecting purchasing staffing requirements for projects. 6. Reviews international project commercial conditions of purchasing to ensure purchasing pro-forma terms, conditions and procedures are compatible with applicable Bechtel Directives, Instructions and Procurement Procedures. 7. Forms, issues, and administers purchase orders. Communicates with suppliers to achieve required service and meet project needs. Communicates with Engineering to assist and/or guide them in the preparation of material requisitions. Prepares and organizes assigned Procurement sponsored meetings. 8. Directs negotiations in the commitment of purchases, following review and approval of the proposed negotiating plan by the designated supervisor. 9. Provides training and guidance to other purchasing personnel regarding all aspects of formation and administration of purchasing forms, procedures, and buying goods. 10. Assists project Procurement team when instructed in solving and attending to administrative problems on commitments involving high monetary expenditure or risk, engineered technical specifications or supplemental commercial conditions Basic Qualifications

This is a long-term assignment. Hours are from 6:30am - 5:00pm, Monday - Thursday. During operations, in approximately 2015, this project will be subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Personnel Reliability Program (PRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated.
