Minimum Requirements:
• Bachelor degree in Electrical Engineering or other appropriate engineering discipline.
• Nine years of experience in the midstream oil and gas, refining, power, or petrochemical industry or demonstrated equivalent combination of education, skills, knowledge, abilities and experience. Master's degree in related engineering discipline can substitute for up to two years of work experience. PhD degree in related engineering discipline can substitute for up to three years of experience.
• Must have working knowledge of refining, gas processing, and/or petrochemical process plant operations.
• Able to obtain a Transportation Worker Identification Credential (TWIC).
• Qualified applicants who are offered a position must pass a pre-employment substance abuse test.

The Process Engineering Group of URS is actively seeking a creative, highly talented Instrument and Controls Engineer for immediate employment in Bellingham, Washington. URS is proud to provide our employees with exciting, challenging projects.
Incumbent Responsibilities:
• Responsible for engineering and design activities including working directly with other engineers and design drafters to produce engineering documents and designs for various industry related facilities.
• Serves as a technical specialist for the office in the application of advanced theories, concepts, principles or processes for an assigned area of responsibility (i.e., subject matter, function, type of facility or industry).
• Plans and develops segments of engineering projects with unique or controversial problems that have an important effect on major organization programs, which involves exploration of subject area, definition of scope and selection of problems for investigation, and development of novel concepts and approaches.
• Responsible for preparing specifications, data sheets, RFQs, and technical bid summaries for instrumentation and controls equipment and devices.
• Experience in specification and programming DCS and PLC equipment
• Prepare construction packages including deliverables such as wiring diagrams, loop diagrams, and instrument installation details.
• Create P&IDs, control logic diagrams, cause and effect diagrams, functional requirements documents, and control narratives.
• Support field start-up including programming, control and instrument system checkout and troubleshooting as needed.
• Assist in the coordination between engineering disciplines, participating in project planning activities, and support cost and schedule updates.
