• Education: Bachelor's degree in business, engineering, construction management, economics or demonstrated equivalent combination of education, training and related experience.
• Average Experience: Entrants to this position require a minimum of 8 years of experience in engineering, construction, maintenance projects or operating industrial facilities performing procurement and materials management functions.
• Ability to implement prime contract requirements.
• Proficient in one or more areas of purchasing, expediting, subcontracting, logistics or site materials management.

Preferred Requirements:

• Some field experience preferred.

Additional Information:

• Qualified applicants who are offered a position must pass a pre-employment substance abuse test.
• Relocation and per diem support are not available for this position.

URS Corporation is seeking a Project Procurement and Materials Manager I to be based in our Houston, TX location.

Project Services - Our Project Services group partners with Energy & Construction operating groups to execute projects by providing top-caliber, professional personnel trained to deliver projects with efficiency and certainty; anticipating and responding to project needs; deploying-with market-driven agility-well-integrated processes, systems and tools designed to enhance project efficiency; maintaining a market-competitive cost structure; and seamlessly integrating functions into cohesive project teams. Our services include engineering, project controls, quality, procurement, construction and others.

Level Specific Responsibilities:

Business
• Basic skills in the development of materials management strategies.
• Basic understanding of construction means, methods, and sequences.
Leadership
• Exhibits ability to supervise a team.
• Assumes mentoring role as requested.
Technical
• Drafts and implements project materials management execution plans, and staffing plans.
• Basic understanding of the use of critical path schedules to develop goals and staffing plans.
• Assigns tasks to materials management personnel and ensures conformance to budget and schedule.
• Basic knowledge of types of contracts to be used for the materials, equipment and services required.
• Analyzes supplier information to assess cost and schedule risks.
• Reviews and approves negotiation strategy and leads negotiation meetings.
• Works with the Legal Department to determine prime contract flow-downs, and to resolve supplier or subcontractor exceptions to terms and conditions.
• Reviews and approves client approval packages.
• Reviews and approves purchase orders and subcontracts.
• Reviews supplier or subcontractor disputes/claims and works with management to resolve them.
• Reviews project control reports relative to staff productivity and earned value, and takes appropriate actions.
• Provides procurement and materials management support to company proposals in obtaining pricing from suppliers and developing strategies and plans.
• Seeks appropriate counsel from upper management as required.
