Minimum Requirements: • Bachelor degree in engineering, construction, business or related field or demonstrated equivalent and realted experience. • Minimum of 5 years construction scheduling and cost control experience using Primavera P6 working on engineering, procurement and construction projects or in a planning and scheduling position at an industrial facility or demonstrated equivalent combination of education, skills, knowledge, abilities and experience. • Excellent verbal and written communication skills are required. • Demonstrated skills in identifying, analyzing and solving problems with full comprehension of cost and resource loaded schedules. • Demonstrated ability to develop, implement and maintain effective cost control programs. • Ability to develop Critical Path Method (CPM) logic for elements of the engineering, procurement and construction process. • Familiarity with construction contracting and the scheduling implications of contract terms. • Knowledgeable of scope control and change management and associated implications to project scheduling. • Knowledgeable of earned value methodology. • Able to obtain a Transportation Worker Identification Credential (TWIC). • Qualified applicants who are offered a position must pass a pre-employment substance abuse test. Incumbent Responsibilities: • Gathers data for schedule development appropriate to task. • Create and maintaining the baseline schedule. • Collects and updates data and updates and produces scheduling reports. • Identifies and assists in analysis of project schedule variances. • Coordination of schedule input from all parts of the organization. • Provide management with input on subcontract performance. • Lead project planning and scheduling review meetings. • Participates in meetings to gain insight to planning and scheduling issues. • Resource loads schedule and performs remedial schedule risk analysis. • Identify and analyze schedule variances, as well as recommend associated corrective action. • Supports monthly report preparation. • Prepare Work Authorization forms for new contracts, modifications, and job closures for Project Managers. • Assist in reviewing contracts and preparing Management Authorization Request forms. • Advise Project Managers on appropriate job set-ups to facilitate management of financial performance and enable appropriate billing. • Prepare analysis of progress trends and cost impact. • Evaluate manpower, labor hour, and labor cost requirements versus budget limitations including preparation of variance analysis. • Work hands on with earned value monitoring. • Conduct or assist in performance measurement and associated cost trending. • Compare actual cost to funding limitations. • Prepare expenditure forecasts to identify critical points in project funding. • Prepare revised cost forecast for assigned projects. • Understand financial terminology and measure and recognize the financial impact of various project actions. • Participate in analyzing and using financial data to identify key project issues. • Review purchase order and subcontract commitments and expenditures. • Create and assist with cost/schedule baseline budgets. • Possess the knowledge of scope control and change management. • Responsible for change order tracking system. • The responsibilities of this position include, but are not limited to, those listed above.
