Project Description:

Bechtel is designing, constructing, and commissioning the world's largest radioactive-waste treatment plant for the U.S. Department of Energy (DOE) in southeastern Washington state. The $12.2 billion project will use vitrification technology to process and stabilize 53 million gallons (200 million liters) of radioactive and chemical waste currently stored at the Hanford Site which is a byproduct of plutonium-production during World War II and the Cold War era. The project is the largest undertaking of its kind ever and one of DOE's most technically challenging cleanup projects-equivalent to building two nuclear power plants. Its construction site spans 65 acres (26 hectares) and includes facilities for pretreatment, low-activity waste vitrification, and high-level waste vitrification, as well as an analytical laboratory.
Positions located at the Construction Site (22 miles north of Richland) work a 4 x 10 schedule, M-Th, 6:30 am to 5:00 pm. All other work locations (Richland WA, Oakland CA and Frederick MD) work a 9-80's schedule, M-F 7:00 am to 4:30 pm with alternating Fridays off.

JOB RESPONSIBILITIES (may include but limited to

  • Performs a variety of Safeguards and Security (SAS) services.
  • Execution of DOE/WTP badging requirements within all Richland Campus Facilities.
  • Assist with SAS data base management, badge recovery, DOE badge reconciliation, investigation efforts, DOE reporting, training, awareness activities, security assessments, and act as liaison with Government entities and sub-contractor on badging and other security requirements.
  • Act as the WTP Subject matter expert for programs, policies and regulations pertaining to Safeguards and Security interests (e.g., Badging, Operational Security, Foreign National Visits/Assignments, Official Use Only, Export Control Information, Workplace Violence, Counterintelligence, WTP Lock and Key, etc.).
  • Develop WTP policies and procedures that meet contract requirements and implement BNI best business practice.
  • Perform assessments to ensure project personnel are complying with security requirements and ensure Project security awareness is effective, Safeguard sensitive and Official Use Only information.
  • Interface with WTP management/staff, DOE, and other Hanford Contractors regarding security related interests (e.g., badge approvals, policy issues, lost/stolen badges, foreign visitors).
  • Provide assistance to WTP senior executives in support of sensitive high-level activities (e.g., visits, tours).
  • Interface and provide back up support to other Security Specialists on an as need basis to ensure appropriate coverage and compliance.
  • Provide a variety of support related to security activities of a general and specialized nature in the WTP office facilities.
  • Provide approvals for and issue temporary and permanent badges to new Project employees, employees from other Bechtel sites, DOE personnel, staff augmentation, visitors, vendors, and customers.
  • Operate and maintain electronic security software systems and documentation necessary to track (e.g., issue, return) security badges and security keys, used to gain/control access into the WTP office facilities, to ensure accountability requirements are met.
  • Assist walk-in traffic at lobby area and assist in contacting sponsors to verify access needs for visitors and new project personnel.
  • Perform and organize multiple tasks on a daily basis to ensure quality compliance with DOE and WTP project standards.
  • Operate standard office equipment, including automation tools.

BASIC QUALIFICATIONS

  • Bachelors degree in Security Management, Criminal Justice, Homeland Security, Engineering, Construction Management, Project Management, or Business Management and1 year of experience in Safeguards and Security Functions (Operational Security, Foreign National Visits/Assignments, and Badging), Property oversight, Vendor or Sub-contract oversight, or other directly related experience
  • in lieu of a degree, 7 years of Security, Badging, Property oversight, Vendor or Sub-contract oversight, or other directly related experience.

ADDITIONAL INFORMATION

Minimum Requirements:
  • Must be able to pass a pre-employment drug screen and background check.
  • Experience in the use of computer software products (including Microsoft Word, Excel, Access and Powerpoint).

Preferred Requirements:
  • Possess the legal right to work and remain in the United States without sponsorship.
  • Working knowledge of policies, procedures and requirements affecting WTP and DOE Badging, Foreign National Visits and Assignments, Operational Security including Export Control Information (ECI), Official Use Only (OUO). Experience and demonstrated skill in conducting research, investigations, and assessments.
  • Good written and oral communication skills.
  • Solid reasoning skills and the ability to work in a team environment.
  • Able to utilize a variety of WTP and Safeguards and Security computer programs.
  • Background in Security, Law Enforcement, or Military. Experience in the development of procedures. Possess strong organizational skills, attention to detail, and customer service.
  • Current experience and knowledge of WTP processes and procedures.
