Requisition ID: SUMMARY: Supervises the pipeline engineering activities on a project, or designated area(s) or portions of a project, for a global business unit. Plans and directs pipeline engineering assignments on the project. Have technical responsibilities for interpreting, organizing, executing, and coordinating these assignments. Must have a recognized degree in an engineering or scientific discipline, from an accredited college or university, OR A professional license in an appropriate discipline, from a recognized licensing board, OR Specialized courses in relevant general engineering, science or an appropriate engineering discipline to meet job requirements, AND Progressive work experience, preferably in project and staff design engineering, specialty engineering, scientific or architectural design or other relevant types of engineering such as systems start-up, field engineering or plant operation in large industrial plants, utilities, process plants or engineering/construction firms. Must have 20+ year's pipeline experience and 10+ years of similar project like SOCAR TANAP Pipeline Project Category Rate B - Sr Principal Pipeline (Coordination) Engineer.
ESSENTIAL JOB DUTIES: - Directs and coordinates pipeline engineering activities for the project including supervision of engineers of all disciplines contributing to the pipeline design.
- Establishes or assists in establishing the detailed project execution plan and the development of the overall project pipeline engineering budget and schedule. Inputs to and owns the pipeline engineering elements of a project capital estimate (proposals and execution) quantities and budgets.
- Performs and manages the work in accordance with relevant Engineering Department Procedures (EDPs), design guides and Bechtel Standard Application Programs (BSAPs).
- Develops design and procurement schedules for approval.
- Prepares, approves or recommends approval of project procedures for pipeline engineering, as required.
- Coordinates pipeline engineering effort with Project Manager, Procurement, Construction, Startup, Environmental Safety and Health (ES&H) and Project Controls when assigned.
- When assigned directs pipeline engineering activities in preparation of project proposals, including estimates for pipeline engineering staffing, quantities, scope reviews, schedules and coordination with Business Development and other functional groups.
- Conducts annual performance reviews in accordance with approved procedures and holds career development discussions.
- Reviews and approves design documents, change orders, material requisitions and specifications for construction or procurement use.
- Supervises the preparation of, reviews and endorses bid analyses and recommendations for procurement of equipment material and services within Pipeline engineering's scope of responsibility.
- Resolves field initiated questions on pipeline engineering.
- Visits jobsite as required for exchange of information.
- Coordinates activities among the design groups on the project.
- Initiates requests for specialized professional services.
- Initiates Bechtel/Client correspondence related to the pipeline engineering portion of the contract.
- Reviews project pipeline engineering progress against approved schedules, evaluates changes and takes corrective action when required.
- Makes recommendation to Engineering Management of key personnel for project assignments.
- Manages the flow of information required from third parties to assure the timely progress of the pipeline engineering work.
- Prepares or directs the preparation of project studies, reports, forecasts, special engineering reports and plant data book.
- Ensures that Technical Risk Assessments are comprehensive and complete, safety practices and procedures are implemented, and pipeline engineering design and corresponding design documentation are in compliance with project Quality Assurance plan and procedures.
- Communicates complex technical issues and recommends solutions to client, project and functional management as directed and as appropriate.
- Champions the creation of a project work environment, supported by leadership on the project/program, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction. .
JOB KNOWLEDGE: - Technical knowledge of related pipeline engineering systems, pipeline engineering calculations, applications of pipeline engineering and construction methods and materials, and pipeline engineering application of computers.
- Proficient knowledge of project pipeline engineering processes and procedures.
- Knowledge of related construction practices and the economics involved and current knowledge of new methods of design and construction.
Proficient knowledge on planning, application and coordination of 2-D and/or 3-D Computer Aided Design (CAD) design processes on a project. Knowledge of industry/regulatory codes and standards and design criteria pertinent to the particular discipline. Skill in oral and written communication. Demonstrated skill in supervision. The above is normally acquired through: - A recognized degree in architecture, an engineering or scientific discipline from an accredited college or university, OR
- A professional license in an appropriate discipline from a recognized licensing board, OR
- Specialized courses in relevant general engineering, architectural design or an appropriate engineering discipline, AND
- Progressive work experience, including supervision, preferably in project and staff design engineering or architectural design but may include other relevant types of engineering including startup, field engineering or plant operation in large industrial plants, utilities, process plants or engineering/construction firms.
ADDENDUM Salary Grade Determination Grade 29 Plans and coordinates work on a extremely large complex projects, a major project on which there are unique problems in schedule, finance construction or design, or on multiple small or medium size projects. Exercises operational supervision over assigned project engineers. Manages the complex organizational interactions that evolve from the participation of several Bechtel entities on the project or from client-established relationships with other contractors. Establishes and maintains access to technical experts in the advanced technologies pertinent to the project, and sets up channels of communication to bring this expertise to bear effectively on the engineering effort Requires a broad knowledge of administrative practices and skill in negotiation with representatives of client and other organizational entities. Grade 28 Supervises the engineering activity on a medium size project or designated portions of a very large or complicated project. May exercise operational supervision over assigned project engineers. As directed, manages the complex organizational interactions that evolve from the participation of several Bechtel entities on the project or from client-established relationships with other contractors. Establishes and maintains access to technical experts in the advanced technologies pertinent to the project, and sets up channels of communication to bring this expertise to bear effectively on the engineering effort. Requires a broad knowledge of administrative practices. Grade 27 Supervises the engineering activity on a relatively small size project, or designated portions of a larger project. May exercise operational supervision over other project engineers when in a designated lead position. Requires basic knowledge of administrative practices. ESSENTIAL JOB DUTIES: - Applies expertise in a specialized field of engineering or science to broadly stated technical problems in a global business unit.
- Identifies and defines problems; plans and conducts research aimed at their solution.
- Carries out special or unique studies requiring unconventional or novel approaches or research techniques.
- Uses all available guides and precedents and expands and develops where these contain critical gaps, are only partially related to the problem, or are largely lacking because of the novel character of the project.
- Leads, as requested, in the formulation of advanced/complex engineering/scientific concepts in proposal development and preliminary design phases and presents these to client management.
- Conducts or leads special studies on new technologies, methods and materials.
- Conducts research, presents papers and keeps abreast of technological development in the specialty, keeping engineering management informed of important new advances.
- Serves as consultant to project and specialty engineering/scientific groups, providing advice and counsel on assignments having special and unique features.
- May provide technical direction to subordinate specialists and other engineers or scientists, as assigned.
- Establishes relationships with professional colleagues and outside consultants retained by Bechtel.
- Analyzes specialty staffing requirements for an organization and participates in planning assignments and training in light of these requirements.
- May participate in public meetings and licensing hearings, and serve as an expert witness.
