Minimum Requirements: Qualifications/Skills/Experience: • Minimum Bachelor's degree in architectural history, history, historic preservation, American studies, or related discipline with architectural history or historic preservation concentration or equivalent demonstrated abilities and / or experience • Minimum 6 years of relevant work experience • Master's degree in architectural history, history, historic preservation, american studies, or related discipline; with architectural history or historic preservation concentration can substitute for up to two years of work experience • Ability to describe physical attributes of buildings using architectural vocabulary • Understanding of personal role in supporting marketing of company services by delivering high-quality work products to clients • Ability to interact appropriately with regulatory personnel and clients for routine tasks • Strong organizational, problem solving and time management skills • Excellent interpersonal and communication skills • Work well with tight deadlines • Ability to handle many issues, items and functions at one time and deal rapidly with multiple items in prioritized sequence • Valid Driver's License • Qualified applicants who are offered a position must pass a pre-employment substance abuse test Job Description: This discipline is responsible for conducting identification and evaluating above-ground cultural resources (buildings, structures, objects, sites, and districts) for eligibility listing in the National Register of Historic Places; documents these resources through research, survey, and analysis; and aids in the management of these resources in accordance with the National Historic Preservation Act and other federal, state, local and international cultural resource laws.
Primary Responsibilities: • Draft and coordinate Section 106 Consultation as mandated in National Historic Preservation Act (NHPA) and AR 200-4. This includes review of planned projects, preparation of correspondence that will be transmitted to Virginia State Historic Office (SHPO) and Advisory Council on Historic Preservation (ACHP) and preparation of compliance documentation for client projects that potentially affect historic properties. Projects include but are not limited to Residential Communities Initiative (RCI) and development of client's Master Plan. Consultation must be planned and completed to meet internal and external army suspense with provisions for extensions based on circumstances outside Fort Belvoir control. • Coordinate the identification, evaluation and nomination of historic properties. Tasks include: preparation of draft scopes of work and project estimates for collection of data pertaining to historic properties to include comprehensive archeological resource survey and building surveys; preparation of cyclical surveys of buildings that will be 50 years old in a five year timeframe; evaluation of archeological sites; coordination of the nomination of historic properties to the National Register of Historic Places. • Work with GIS staff in the development for cultural, historical and archeological resource data. Interact with GIS development staff to define steps/processes in the development/refinement and maintenance of a useable GIS data layer for cultural, historical and archeological resource management. • Review all plans for building demolition to ensure there are no impacts to cultural, historical or archeological resources. Review all renovation plans and construction plans to assess potential impacts to cultural, historical or archeological resources. • Develop and coordinate Program Agreements as required for future construction projects and the Master Plan. Contractor shall facilitate the implementation of existing Programmatic Agreements (e.g., FBRC, NMUSA, etc.). • Prepare draft documents, reports, scopes of work, contract solicitation packages, and official correspondence for all cultural, historical and archeological work.
