Minimum Requirements:

• Bachelor's of Science Degree in Engineering or construction management.
• 15 years of work related experience, including 10 years of project management experience.
Minimum 5 years specifically in PPP, and PPP financial Transactions that have reach financial close.
• Experience within PPP procurements, contract administration, financial analysis, business development, or project management.
• Specialized knowledge of management consulting practices.
• Must have effective time-management, written and oral communications skills, analytical, and interpersonal skills, and the ability to present complex ideas to a diverse audience. The successful candidate will be articulate with a professional presence, and with solid decision-making, planning and organizational skills.
• Qualified applicants who are offered a position must pass a pre-employment substance abuse test.
• This position requires successful completion of the URS Project Management Certification program within 6 months of date of hire. This certification program is a series of learning modules and is available on-line through the URS Learning Management System at no financial cost to the employee.


Job Description:

The IE Division of URS is actively seeking a creative, highly talented Project Manager for immediate employment. The appropriately qualified applicant will be able to demonstrate an established career in PPP programs and projects specific to public sector clients. URS is proud to provide our employees with exciting, challenging projects.

You will be an integral part of the PPP advisory team and providing policy advice and project procurement management services to public sector clients on the development of PPP programs and projects. Primary focus will be to support the start- up of Pennsylvania's P3 program but will work closely with URS's National Practice and projects across the US, Canada and Puerto Rico. Will also assist in developing teams to pursue solicited and unsolicited PPP projects.

The successful candidate will be responsible and accountable for project strategy in the following areas: risks, communications, portfolio management, business models, human capital, budget, monitoring and reporting, as well as processes for identifying, evaluating and developing new PPP opportunities. The goal is to turn concepts and plans into efficient facilities that business partners can rely on to meet their needs without diverting valuable resources from their core missions. Delivering efficient, reliable facilities and infrastructure that meet the missioncritical needs of business partners requires a comprehensive operating model with processes and tools for executing programs and projects from start to finish, including managing requirements changes, administering design standards, acquiring resources and controlling project costs, schedules, and risks. The final Program Implementation Plan will incorporate all the items listed into one cohesive plan.

Responsibilities:
• Work with internal team members, legal and financial consultants, and public sponsor staff to deliver PPP projects
• Will be involved with the planning, organizing, and supervising of a project team on PPP project feasibility studies and PPP Concessions and also develop teams to pursue solicited and unsolicited PPP projects. Will also assist with new business proposals and activities
• Will perform general project administration activities such as budgeting, correspondence, and public relations
• Communicating with client counterparts regarding projects; developing portions of management, financial, and organizational programs for clients
• Conducting/participating in employee appraisals and performance reviews
