Job Description: 
Minimum Requirements:

• B.S. in Engineering, Environmental Science, or related degree with a minimum seven years of experience.
• Relevant experience with business development activities, including customer marketing, DoD contracting and operations, RFP evaluation, and proposal development and preparation.
• Experience in one or more of the following environmental compliance fields:
o California Department of Toxics Substances Control and U.S. EPA EPCRA 311, 312 and 313 requirements;
o Local, State and Federal Air Quality Regulations;
o Sustainability, including Executive Order 13514 and DoD Strategic Sustainability Performance Plan guidance.
• Good interpersonal and organizational skills, strong Microsoft Office skills (i.e., Word, Excel, Access), and good technical writing skills.
• Must have strong understanding of California and Federal regulations regarding hazardous waste and/or air quality, and experience in negotiating with local, state and federal regulatory agencies.
• Qualified applicants who are offered a position must pass a pre-employment substance abuse test.

The Federal Environmental Compliance Division of URS is actively seeking a creative, highly talented Senior Engineer for immediate employment in the Santa Ana office. The appropriately qualified applicant will be able to demonstrate an established career in Environmental Compliance specific to Air Quality, Hazardous Materials and Hazardous Waste Management, EPCRA 311/312/313, Pollution Prevention, and/or E.O. 13514 Requirements. URS is proud to provide our employees with exciting, challenging projects.

Major Responsibilities include:
• Lead projects and growth for the Santa Ana Federal Environmental Compliance Division with regards to Executive Order 13514 compliance, hazardous waste management, hazardous materials management, pollution prevention and sustainable practices.
• Recruit talented new staff to support organic growth in market sector.
• Support Santa Ana Federal Environmental Compliance Division as deputy manager, including but not limited to participating in bimonthly meetings, leading division staff meetings and providing general support to division staff.

Responsibilities will also include business development, personnel management, and project management. Business development activities include maintaining existing accounts, developing new accounts, identifying and screening new opportunities, and drafting proposals. Personnel management will include mentoring and staff development and recruiting new staff. Project management activities will include management of scope, schedule, budget, and profit/loss; project staffing; subcontractor management, and client management. The successful candidate will support a diverse group of environmental professionals to achieve quality, sales, revenue, and profitability goals. The individual is expected to practice leadership, coaching, mentorship, and business development. In addition, the successful candidate is expected to perform the following:
• Develop and implement a Project Execution Plan and procedures, including but not limited to: Document Control, Communication and Reporting, Procurement Cost and Contingency Control, Scheduling, URS QA/QC requirements;
• Understand the contractual relationships of team members and the applications of basic contracting/procurement strategies;
• Keep project status reporting systems current with the actions and changes that take place on assigned projects so the overall organization is able to respond to client requests;
• Conduct meetings with team members to confirm progress, review issues and actions, quality and safety, and resolve questions;
• Develop a communication plan with the client, including monthly reports, project management reports and various schedules and cost control reports, as well as the matrix of responsibilities for all team members;
• Provide environmental management technical subject-matter expertise as required to support URS projects and programs, including but not limited to: peer review of technical documents and deliverables, direct accomplishment of projects, and negotiating with regulatory agencies.
• Comply with accounting, contract, and HR policies and procedures;
• Delegates work to, mentors, trains and supervises less experienced staff to complete assignments;
• Work with Marketing and Business Development to identify and track opportunities to expand and diversify URS services to clients. Set up meetings and/or participate in the development of proposals, as requested;
• Identify and solicit potential clients/projects, as appropriate, and keeps URS Sector Leaders, operations, and business lines up to date on new sales, new opportunities, and account issues/news; and
• Maintain contact with clients and vendors by meeting regularly with key clients to discuss current projects, correlates all pertinent information, resolves conflicts, evaluates firm performance, and identifies other business opportunities either with current clients or through referrals.
