Program/Project office is located in Tuolumne County, CA Duties:
- Program Budget Controls - Establish and develop administrative program controls, tools and processes to promote the successful integration of capital and operational administrative functionality.
- Capital Program Budget Development and Administration - Establish reporting requirements in order to provide accurate, timely financial analysis at both the Program and Project level. Assist with the development and preparation of capital plans.
- Analyze funding requirements and develop streamlined processes for key reporting, including Quarterly Report preparation, internal and external audit preparation, asset capitalization reporting, and other capital project-related reports.
- Contract Development and Administration - Coordinate staff activities relative to developing and administering professional service contracts, formal contracts, and job order contracts. Ensure compliance with state and federal laws, city ordinances, and administrative policies.
Requirements:
Master's degree or higher from an accredited college or university (5) years full-time equivalent experience performing professional-level analytical work in one or more of the following functional areas:
- Complex budget analysis, development and administration;
- Complex financial/fiscal analysis and reporting;
- Development of complex contracting systems and administration of competitive bid processes and complex contractual agreements;
- Development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis;
- Complex economic analysis, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization.
OR
- Baccalaureate degree from an accredited college or university with major college coursework in public or business administration, management, business law, contract law finance accounting or other related study,
- (6) years full-time-equivalent experience performing professional-level analytical work in one or more of the following functional areas:
- Complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements;
- Development and evaluation of complex management/administrative policy;
- Complex grant administration and monitoring;
- Complex program evaluation and planning;
- Complex legislative analysis; or complex economic analysis, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization.
- At least 12 months of verifiable and recent principal level experience in a Capital Improvement Program and related policy, legislative or regulatory experience.
