Minimum Requirements: Bachelor's Degree in Engineering or similar field, or equivalent experience.
15 years of experience, either providing planning, engineering, environmental, construction management and/or construction services to Army clients, or US Army/ACOE service as military or a civilian.
Broad knowledge of Army and USACE and an understanding of federal contracting.
Able to coordinate teams to achieve results.
Able to communicate with a broad range of clients and teaming partners.
Able to lead and inspire client service managers and capture team personnel.
Excellent sales skills.
Strong computer skills (Microsoft Office Suite 2003).
Excellent verbal, written and interpersonal communication skills.
Valid Driver's License. Job Description: This position will head the Army programs business development efforts, and will report directly to the Federal Business Line Director.
Set and meet sales goals for the Army sector.
Manage expenses to budgeted levels.
Lead a team of senior staff and client service managers, including URS' regional Army client coordinators, to develop and execute a strategic plan to grow URS business in the given market segment.
Identify key clients and markets and secure new project opportunities.
Lead Go/No-Go decisions and seek URS senior management approval for these pursuits.
Negotiate related teaming agreements in the market segment that meet URS' risk profiles and profitability requirements.
Develop proposal strategies and participate in technical and pricing reviews.
Assemble teams proposed to work on Army projects, including any subconsultants.
