Minimum Requirements:

EDUCATION:
Bachelors in Public or Business Administration, Law Enforcement, Public Health or Emergency Management

EXPERIENCE/KNOWLEDGE:
-Requires a minimum of 20 years of experience working in the emergency management/homeland security or first responder disciplines with an emphasis on planning, training and exercises. Minimum of 10 years working in the State of Florida.

LICENSES/CERTIFICATIONS/REGISTRATIONS:
Instructor for ICS and CERT

TECHNICAL SKILLS:
-Requires ability to write emergency plans, develop and conduct exercises, conduct trainings to civilian and uniform personnel.

-Requirement for candidate to be Bilingual English/Spanish with ability to speak/read and write.

-Requires proficient use of Microsoft Office products. Ability to develop written plans, power point presentations, flow charts and tables of organization.

-Requires ability to work independently or as a team member. Must be comfortable with managing a project and conferring with clients to ensure the project meets requirements. May be required to act as team leader and supervise and guide other personnel to ensure completion of projects in a timely manner and within budget.

-Requires effective time management, proficient written and oral communications skills, the ability to work on several projects simultaneously, and strong interpersonal skills. Candidate must be articulate with professional presence, with solid decision making, planning and organizational skills.

-Requires ability for providing quality products to clients that meet the defined scope. Must have experience with budget management.

This position will be part of the Florida based Emergency Management/Homeland Security practice, which is responsible for providing a wide range of services to varied clients that cover the four phases of emergency management.

This position will be responsible for plan, training and exercise development. Candidate must have the ability to present a final product that meets the criteria set forth by the client (such as best national prectices, compliance with local, state and federal requirements, concurrency with existing plans).

The successful candidate will be expected to work on current projects that may include:
-Plan writting and development
-Exercise development and conduct
-Training development and presentation
-Vulnerability assessments
-Meeting with key stakeholders for the design and development of projects
-Assisting team members with projects on an as needed basis
-Research of best national practices, local, state, and federal requirements and existing plans.

This position reports to the Program Director, but will work under the supervision of the Project Manager of individual projects.

This candidate is responsible for meeting with clients from a variety of desciplines. Candidate will often be required to conduct meetings with key stakeholders and have the ability to guide discussion and project development while also ensuring the inclusion of input from key stakeholders. Must be able to work effectively in team situations and establish strong relationships with other teams where overlap of client project work exists, which may also include other contractors.

This individual must posses experience with plan writing, exercises and training. Requires knowledge of Florida and Federal emergency management and homeland security requirements.
