Minimum Requirements: Education: B. S. Degree in Business Administration or equivalent required. 5+ years experience in DOD and other Government service contracts or subcontracts, Service Contract Act experience highly desirable
Special Skills: Working knowledge of FAR and DFAR, ITAR and commercial contracts. Strong negotiating skills required. Must demonstrate excellent written and oral communication skills with ability to effectively interface with customers (internal and external) from the working to executive levels. Job Description: • Essential Job Function: Perform contract and subcontract administration during all phases of the government procurement process. • Research, analyze, and resolve contractual issues. • Maintain original contracts and modifications integrating modifications into a working copy of each contract. • Ensure contract modification data is entered into Costpoint timely and correctly. • Interface with customers, program management and SBU Managers regarding contracts status and issues. • Serve as primary interface between the company and Government/Prime Contractor contracting officer. Prepare formal Contracting Officer communications. • Lead URS negotiations on contractual issues. • Support the proposal review process in the following manner: -Review RFP’s to identify risks. -Develop risk mitigation strategies. -Prepare and negotiate Nondisclosure and Teaming Agreements. -Support proposal reviews as requested -Issue RFQ’s to subcontractors and coordinate timely submission of subcontractor data to URS Director of Pricing. -Develop draft subcontracts based upon prime RFP requirements. -Negotiate subcontracts terms, scope, and prices. -Support cost proposal preparations, reviews, and presentations to customers.
• Coordinate and oversee Subcontract Administration to support URS’s prime contractor efforts and minimize exposure to URS. • Coordinate the review of CPAR’s and provide comments to VP of Operations especially for negative ratings. • Support cost proposal preparations and reviews. • Prepare FOIA requests and coordinate FOIA responses. • Lead the Contract Setup process at the time of contract award. • Participate in post award conferences and Quarterly Business Reviews (QBRs). • Identify changes and develop appropriate Requests for Equitable Adjustments as necessary. • Develop a thorough understanding of the ervice Contract Act (SCA) as it applies to both union and non-union SCA covered employees.
