Minimum Requirements:

Bachelor's of Science Degree in Civil Engineering, Environmental Engineering/Science or Planning.

Successful candidate will have a minimum of eight years experience in managing various engineering and administration staff of various levels, including the ability to integrate complex ideals, perspectives and engineering requirements in a manner that can be applicable to the legal and financial industries. Requires responsible oversight experience in directing, developing and completing successful Public-Private Partnership Transactions, with an emphasis on civil infrastructure assets.

Requires ability to perform work with clients (both public and private entities) to develop Public-Private Partnership Agreements, Performance Based Output Specifications, Business Case Analysis, Risk Analysis and Mitigation Strategies, understanding of Commercial Terms, and understanding of Financial Modeling. In addition, the candidate must have very strong oral and written communication skills.

Must have good knowledge of Word, Excel, and Powerpoint.

Position requires effective time-management, written and oral communications skills, analytical, and interpersonal skills, and the ability to present complex ideas to a diverse audience. The successful candidate will be articulate with a professional presence, and with solid decision-making, planning and organizational skills.

Must be able to work effectively in team situations and establish strong relationships with other teams where overlap of client project work exists.


Job Description:

This position will be responsible for the successful completion of current procurement, Public-Private Partnership , and Alternative Financial Procurement projects with Civil Infrastructure assets, as well as assist in the development of new opportunities in the Energy and Social Infrastructure asset classes. The successful candidate will be responsible and accountable for project budgets that contribute to the regional Business Line Profit and Loss (P&L).

This position will be for a Temporary Service Provider (TSP) role (anticipated to be 24 hours a week) in assisting the Senior Manager with ongoing work backlog, and may develop into a full-time position. The current group provides Strategic Advisory Services to public and private clientele related to innovative project delivery structures associated with Public-Private Partnerships and Alternative Financial Procurements. The successful candidate will assist the Senior Manager leader in completing work and growing the business.

This position will provide support for procurement related work in the activities for bring innovative infrastructure project delivery to reaching successful Financial Close.

A diverse range of work will be required that being associated with creating a Public-Private Partnership Transaction Structure that leads to successful Financial Close. The successful candidate will perform variety of work tasks including, but not limited to,
• Authoring Requests For Qualifications
• Risk-Based prioritization of Technical, Financial and Legal issues
• Creating Performance Based Output Specifications
• Facilitating Due Diligence sessions with Proponents to the Transaction
• Relating technical matters into Commercial and Business terms fro inclusion in Project Agreements costs
• Authoring RFP and Instruction to Bidder Documents

This position reports directly to the Senior Manager of Public-Private Partnerships, but require the successful candidate to work independently in completing transaction services work.

Position will require high amount of interaction with both clients and URS staff, including those in multiple office locations. This position will require making professional presentations to public and private clients and agencies, and will also require interaction with multi-discipline within URS.
