Minimum Requirements: • A Bachelor's degree in Engineering, Architecture, Construction Management, or related discipline.
• At least 15 years' experience in the planning, design, construction or construction management of healthcare facilities and/or healthcare construction projects for federal agencies.
• A thorough knowledge of federal agencies' advertising, bidding, contracting, design delivery, planning, engineering, and construction requirements for healthcare projects.
• Excellent written and verbal communication skills.
• People and project management skills.
Job Description: This senior level position will be responsible for Business Development and Program Management, specifically for identifying project opportunities as they arise within the federal government; marketing and securing contracts for such projects; and directing the execution of program/construction management projects.
Will also be responsible for providing input to senior management in anticipation of federal funding streams; developing overall business strategy for building a federal healthcare market portfolio; identifying key opportunities; assisting in the preparation of proposals; staff administration; and ensuring customer satisfaction. As a senior member of the URS Washington, DC Office, the Program Director is responsible for the development of specific long-term client relationships for the purpose of providing high-quality program and construction management services. Our services include assisting our clients in program development and implementation. This may include on-site management, scheduling, cost estimating, inspection, supervision, commissioning and project close-out.
The Program Director is the most senior professional leader representing URS before the client. In general, the Program Director will identify specific healthcare clients with a need for program and construction management services; will develop a business development plan to assess the client’s program; establish a relationship with significant client decision-makers; prepare a marketing plan for specific marketing pursuits; assist in contract negotiations and contract execution; and, maintain client contact from project inception through completion. It is anticipated the Program Director will be ever attentive to the client’s needs and confirm that both the URS team and the client’s representatives are fulfilling contract obligations.
Specific Obligations: 1. Business Development: Identify potential clients. Define potential healthcare client PM/CM needs and financial program for implementation. Develop a plan to approach and maintain a client relationship. Take ownership. Prepare a schedule of potential projects and services. Prepare a strategy to successfully obtain specific projects. Lead team to market, and successful execution of contract.
2. PM/CM Team Leadership: Identify the resources required to fulfill our contractual obligations. Work closely with the Project Teams, become familiar with the project status. Lead the design team so as to comply with policies and standards. Lead the design team to develop and provide high quality services.
3. Senior Management: Participate and contribute to office marketing goals. Contribute to the overall office strategy to meet marketing, design services and financial goals. Advise Senior Management (Office, Region and Division) as to potential opportunities and liabilities. Staff Administration – contribute to performance reviews of design team members; meet with discipline department heads to establish availability of staff based on staffing and schedule requirements.
