The Center for Tobacco Products (CTP) of the Food and Drug Administration (FDA) is responsible for implementing the Family Smoking Prevention and Tobacco Control Act. This law gives FDA authority over tobacco products by adding a new chapter to the Food, Drug and Cosmetic Act. The Tobacco Control Act gives FDA the authority to regulate tobacco products and manufacturers based on the best available science and CTP is responsible for both assessing and fostering that science-base. CTP's actions have significant public health and consumer protection impact, and are among the most important issues faced by the Agency in its long and distinguished history.



This position is located in the Department of Health and Human Services (DHHS), Food and Drug Administration (FDA), Center for Tobacco Products (CTP), Office of Science (OS), Silver Spring, Maryland.

  • Develop new processes, protocols, or guidelines related to tobacco products or other regulated products such as drugs, foods, and chemicals.
  • Evaluate environmental data to determine whether data is adequate for regulatory purposes.
  • Interpret and apply law, regulations, policies, standards or procedures to specific issues regarding environmental studies.
  • Prepare written reviews of environmental data on the impacts of tobacco products and/or other regulatory products.
  • Collaborate with scientists and program consultants on various aspects of study or survey design development.

In order to qualify for Biologist, GS-401, you must meet the following:

Basic Qualification Requirement for Biologist 401 series - Applicants must possess a four year degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position 


Applicants must possess a combination of education and experience courses equivalent to a major, plus appropriate experience or additional education.


Specialized Experience:

In order to qualify for the Biologist, GS-0401, you must meet the following:


One year of specialized experience, equivalent to the GS-11 grade level or equivalent in the Federal service, to include experience evaluating, documenting or conducting environmental effects, data, risk assessments and/or decision documents.


One year of specialized experience at GS-12 grade level or equivalent in the Federal service, to include experience analyzing and determining the adequacy of environmental data and tests; reviewing, evaluating, or conducting environmental studies regarding tobacco products and/or other regulated products.
