Minimum Requirements: The minimum qualifications for this position include: Bachelors degree and professionally licensed in California to practice in either Mechanical Engineering, Electrical Engineering. Have at least 10 years of job-related experience, including progressive management and marketing experience working on federal contracts as well as other state, local and private clients. Experience with federal government contracting. Experience with design-build contracting. Experience managing clients including contractors on these design-build contracts is critical. Excellent communications, interpersonal, organizational and analytical skills are required. Position will require travel. Experience working within a multi-discipline office environment.
This position requires successful completion of the URS Project Management Certification program within 6 months of hire. This certification program is a series of learning modules and is available on-line through the URS Learning Management System at no financial cost to the employee. Job Description: Oversee and manage a department for the practice of Architecture and Engineering on major facilities and structures. This practice generally includes mechanical engineering, electrical engineering, architecture, plumbing and ventilation design, and all of the appurtenant services to support these fields of design including AutoCADD and Revit, Microstation, MasterSpec, etc. Coordinate with other departments to provide the full suite of services to our clients including geotechnical engineering, traffic and highway engineering, structural engineering, and civil engineering through URS services or through subconsulting contracts as necessary. Interact directly with the customers to develop relationships with federal customers, primarily Army Corps of Engineers, Naval Facilities Command, US Coast Guard, and Veterans Administration representatives as well as other federal, state, local and private clients. Be responsible and accountable for all project and department financial information to office management. Define and implement key objectives of marketing strategies. Manage proposal activities utilizing the operations marketing staff. Manage design-build projects for federal facility contracts with designated contractors. This would include oversight of all disciplines responsible for the delivery of the project under the contractor’s design-build contract. Participate in the office program to develop new client bases for federal, state and local clients, as well as private development clients. Establish and build relationships with internal office managers and other department managers to create work opportunities across offices. Ensure office objectives and financial targets are met on a monthly basis by working with other office department managers to balance resources throughout the office. Review new business proposals for compliance to company defined business objectives. Perform the functions of pursuit manager and/or proposal manager for specifically assigned projects, markets and business areas. Coordinate strategic alliances between different practices to market other services to customers resulting in additional business opportunities for URS. Negotiate clear and specific contract terms with clients to assure the interests of all parties are clearly understood. Develop cost proposals for projects in conformance with the requirements of the client, including specific federal proposal requirements as dictated by the various federal agencies. Provide administrative and technical leadership in the completion of multiple contracts, including responsibility for cost, schedule and quality of the work product. Evaluate staffs ability to perform the tasks asked of them and assure that the department staffing resources match the needs for achieving the goals of the department and the office. Be responsible for the planning and procurement of staff to achieve work completion milestones and deliverables. Monitor fulfillment of contract requirements to ensure quality and timeliness of services/deliverables to various customers. Provide leadership to ensure that design documents are processed through the URS Quality program.
