Minimum Requirements: • Bachelor degree in urban planning, architecture, environmental science, transportation, civil engineering, public policy, preservation or related area of study.
Experience: • Minimum 7 years relevant experience. • Masters degree in relevant discipline can substitute for 1 years of work experience. • PhD degree in relevant discipline can substitute for up to 3 years of work experience.
Skills, Knowledge, and Abilities: − Thorough knowledge of planning and development and local government policies and procedures. − Thorough knowledge of specialization such as housing, zoning, historic preservation, and economic development, as well as, research methods and statistical principles related to urban growth and development. − Good knowledge of pertinent federal, state and local laws, codes and regulations including recent changes, procedures and practices. − Awareness of recent developments, current literature and sources of information related to municipal planning and administration. − Innovation, detail-oriented, experienced in highly visible/controversial projects. − Strong problem-solving and negotiation skills. − Ability to exercise sound and independent judgment within general policy guidelines. - Management skills and ability to manage day-to-day operations. - Ability to understand and manage high-profile, sensitive or controversial political situations. - valid drivers license Job Description: Technical • Develops and evaluates plans and criteria for a variety of projects and activities to be carried out by others. • Assesses the feasibility and soundness of proposed planning products. • Usually performs as a staff advisor and consultant as to a technical specialty, a type of facility, industry, equipment or program function. • Monitors and ensures compliance with local, state and federal laws. • Oversees specialized planning functions such as large-scale new development proposals and environmental studies. • Provides overall management of division-related planning issues. • Advises various councils, boards, commissions and elected officials in planning related issues • Evaluates operations and activities of assigned responsibilities. • Prepares reports on operations and activities, recommending improvements and modifications.
Project Management • While he/she may be in charge of portions of a project from time to time, overall project leadership is not a significant part of his/her duties.
Client Management / Revenue Generation • Work is expected to result in the development of clients or methods. • Actively involved with clients and business development.
Complexity & Decision Making Authority: • Performs and manages complex and sensitive professional planning projects, research and analysis. • Supervision and guidance related largely to overall objective, critical issues, new concepts and policy matters. • Consults with supervisor concerning unusual problems and developments. • Makes decisions independently on planning problems and methods, and represents the organization in conferences to resolve important questions and to plan and coordinate work.
Development & Leadership of Others: • Assigns work to professional staff and ensures appropriate training is provided. May supervise junior planners. - Other duties as assigned EOE M/F/D/V
