Minimum Requirements: Bachelor of Science degree in Engineering, Construction Management or similar field or equivalent experience.
7 years of job-related experience within the construction and/or engineering industry.
Strong computer skills (Microsoft Office Suite 2000, EDMS, EDR, Project-Wise, etc).
Excellent verbal, written and interpersonal communication skills.
Must obtain negative result on drug screen performed in accordance with URS drug testing policy. Job Description: Manage and negotiate change requests for compliance with GEC Scope and evaluate their validity.
Liaison with Package Managers and GEC.
Review design schedules and budgets with Package Managers in order to ensure compliance with program objectives.
Manage the Package Manager's design review process via Electronic Document Review (EDR) database.
Oversight of procurement process to ensure all checklist items are being addressed in a timely manner.
Oversight of the Construction Contract Bid process managed by the Package Manager.
Identify, manage and negotiate design consultant changes, ensuring Package Managers have current scope description, justification and estimates for negotiations with GEC.
Manage Design Contract Change (technical and administrative).
Manage Design Criteria modifications/variances.
Assist in the review and approval of monthly consultant invoices and verify conformance with monthly work.
Prepare all letters, memos, transmittals, concurrence forms and weekly/monthly reports.
Maintain status logs.
Monitor and report on Amtrak/LIRR invoicing for design support tasks and vendor milestone payments.
Monitor, track and report on package submittal responses and correspondences performed by Package Managers.
Maintain the flow of documentation in the absence of the Program Manager.
Attend design management meetings and prepare agendas/meetings.
Represent Program Manager at Cost Recovery Panel in his/her absence.
