AECOM is seeking an individual to fulfill a Garrison Manager position for the Air National Guard GeoBase program, located on-site at Joint Base Andrews in Maryland.   This position will provide input to the ANG GIO in the form of garrison geospatial data management guidance and policy to assist with the establishment of the ANG GeoBase enterprise solution.   The Garrison Manager will have the responsibility to ensure that all garrison geospatial data will be available and/or distributable to individuals who have a need or requirement.   The Garrison Manager, along with the GeoBase Management Team, will ensure organizational effectiveness by providing leadership for the organizations information system functions, standards, processes, and procedures.   Responsibilities will include, but are not limited to:

· Work directly with the Operations Manager to assist with providing solutions for visualization capabilities of geospatial data for all levels of various agencies within and without ANG.

· Identify, contact, establish, and maintain good working relationships with key resources within external DoD agencies.

· Work with all members of the ANG GIO team to identify improvements and enhancements to business processes.

· Act as technical support for architectural/system issues.

· Maintains knowledge of activities with regards to geospatial data standards within DoD and other Federal agencies.

· Ensure that all ANG garrison data sets adhere to identified data and metadata standards

· Gatekeeper to the garrison geospatial data (incoming, outgoing, reviewing of data).

· POC for ANG functional groups for accessing and integrating garrison geospatial datasets

· Formulates and promotes ANG business processes related to garrison geospatial data management and dissemination of geospatial datasets (data workflow).

· Dispensing of guidance and policy dealing with all garrison level geospatial data, CIP and MDS/MDL

· CIP development:

o     Responsible for establishing a plan to develop initial CIPs for all ANG locations

o     Develop a plan for sustainment of the CIP.

o     Responsible for all CIP development issues including budgeting, contracting and progress tracking.

o     Responsible for the development of practices and procedures to make certain that QA/QC methodologies are in place ensuring data standard compliancy and consistency of garrison geospatial data.

o     Responsible for the coordination of CIP development plans with the Regional Managers

· Responsible for the coordination of various collaborative efforts within the ANG CE directorate regarding garrison geospatial data creation/development.

· Operate as the primary liaison between the ANG GIO and all other ANG functionals with regards to garrison geospatial data creation and development.

· Generate and maintain and provide input to various planning efforts such as strategic and/or implementation plans

· The garrison manager will direct the regional administrators

· Provide Training requirements to the Operations Manager

 

Required:

· BS/BA in computer science, geography, geographic information systems, or related field

· At least three (3) years of experience in geospatial technologies implementation and development with two (2) years proven experience managing geospatial technologies projects.

· Experience in implementing and managing large geospatial technologies projects or programs Experience with CADD technologies and data migration to GIS

· Experience with and technical working knowledge of leading geospatial technologies vendor software and software configurations

· Proven verbal and written communications skills

· Applied knowledge of relevant industry and government standards such as SDSFIE and FGDC metadata standards

· US Citizenship is required as the candidate must be able to obtain a SECRET level security clearance

Desired:

· Experience managing enterprise-wide geospatial technologies programs a plus.   Additional experience is preferred; DoD, Air Force, or Air National Guard GIS or GeoBase experience.

· Experience with web technologies, standards, and protocols

· Experience with Oracle and Sequel database management.

· Experience authoring data management plans, QA/QC plans, geospatial technologies needs analysis, strategic plans, and/or implementation plans

· Classroom teaching and or training experience as an instructor
